Request for public comments on the proposed amendment to the FY 2005 Disaster Recovery Initiative (CDBG-DRI Round 1 - Hurricane Katrina "Z" Grant)
Miami-Dade County is proposing the following amendment to its $16.1 million allocation of Community Development Block Grant 2005 Hurricane Disaster Recovery Initiative (CDBG-DRI) funds from the Florida Department of Community Affairs (DCA). The Board of County Commissioners approved the original CDBG-DRI allocations on November 28, 2006 through Resolution #R-1292-06. Federal regulations for that grant require that the County give its citizens reasonable notice of substantial amendments to its FY 2005 CDBG-DRI Plan and the opportunity to comment on such changes. Through the proposed amendment, the County will reprogram $750,000 to qualified participating jurisdictions to restore housing damaged by Hurricane Katrina

The U.S. Census Bureau has defined Miami-Dade County as a “hard to count community.” Late last year, Mayor Carlos Alvarez began the County’s outreach efforts for the upcoming 2010 Census. The County’s campaign will focus on educating and motivating residents to participate in the upcoming Census so that the collected information may be used to properly allocate resources to our community.
The results of each Census are used by the Federal Government to support at least fifty different government functions throughout the United States. Seven of those functions – government decision making, development of new businesses, distribution of federal funds, forecasting of future housing needs, development of public facilities for special populations, establishment of fair market rents and enforcement of fair market practices, and identification of areas eligible for housing assistance -- are supported by the federal funding administered by the Department of Housing and Community Development (DHCD). Yet throughout the last ten years Miami-Dade County received limited federal support for those initiatives, for only 65% of its households participated in the 2000 Census collection effort.

On December 5, 2009 in the Miami Herald, a Public Hearing was rescheduled to January 13, 2010 at 9:30 a.m. before the Housing and Community Development Committee (HCD), at the Board of County Commission Chambers located on the second level of the Stephen P. Clark Center, 111 NW 1st Street, Miami, Florida, to consider the Revised proposed amendment to the FY 2007 through 2009 Action Plans, which also includes the refinancing guidelines for the HOME Investment Partnerships Program (HOME) and the Community Development Block Grant (CDBG) program. Breaking News -- FLHOP Extended
The County’s Florida Homebuyer Opportunity Program (FLHOP) for 2009 -- 2010, which is supported through State Housing Initiative Partnership (SHIP) Program funds, has been automatically extended as a result of the November 6, 2009 extension of the federal First Time Homebuyer Tax Credit (FTHBTC) Program. The extension will enable homebuyers that executed contracts on homes on or prior to April 30, 2009 and that close on their homes on or by June 30, 2010 to apply for the tax credit. The Florida Legislature restricts FLHOP funds only to first time homeowners that have income limits of $75,000 for persons filing single tax returns and $150,000 for persons filing joint tax returns.
