Why do I need an Affirmative Action Plan?
Miami-Dade County Ordinance No. 82-37 and 98-30 requires all firms, including A&E firms to have an affirmative action plan and procurement policies filed and approved by Miami-Dade County.
What is an Affirmative Action Plan?
An affirmative action plan is a set of specific and result oriented procedures to which a firm commits to apply every good faith effort with the objective of providing equal employment opportunity. The goal of any affirmative action plan is the achievement of genuine equal employment and opportunity for all qualified individuals.
What if my firm does not have annual gross revenue in excess of $5,000,000?
If your firm's annual gross revenue does not exceed $5,000,000 and is NOT an A&E firm, then you need only complete and return to The Office of Capital Improvements (OCI) the Ordinance 98-30 AAP Affidavit form and statistical workforce analysis form to process your exemption.
What if my firm is an A&E firm but has annual gross revenue of less than $5,000,000? Do I still have to file an Affirmative Action Plan?
Yes. Miami-Dade County Ordinance No. 82-37 requires all firms properly licensed to provide engineering, architectural, landscape architectural, land surveying and mapping services (A&E firms), regardless of their individual assignments in connection with an advertised project that they are responding to, must have an affirmative action plan filed and approved by the County's The Office of Capital Improvements (OCI), by the response deadline of the aforementioned advertised project.
What if I don't have a plan on file with Miami-Dade County but I'm about to be awarded a County contract?
A firm's failure to timely submit your Affirmative Action Plan could result in the loss of the contract award.
How often does my firm have to submit an Affirmative Action Plan?
Firms shall submit their Affirmative Action Plan and procurement policies annually and shall provide for the periodic review of their plan and policies in order to determine their effectiveness in assuring the firm does not discriminate in its employment, promotion and procurement practices. Upon receipt, your affirmative action plan and procurement policies document will be processed and issued a letter acknowledging that your document has been filed and containing an approval and expiration date.
