The Honorable Harvey Ruvin serves as Clerk of the Board of County Commissioners. In this capacity, the Clerk is responsible for providing support functions to the Commission. The day-to-day functions of the Clerk of the Board are administered by Division Director, Ms. Kay Madry Sullivan.

The Clerk of the Board Division supports the commission in a number of ways including the following:

• Attends and prepares written minutes of the meetings of the Board of County Commissioners, committees, and subcommittees;
   
• Coordinates the appointment of persons to the various County advisory boards;
   
• Publishes advertisements notifying the public of public hearings; bid proposals;
   
• Maintains and updates the Commission's annual meeting calendar  and notifies Commissioners of meeting dates, times, locations and the nature of meetings;
   
• Coordinates and monitors the  receipt of bids and requests for proposals, qualifications, quotes etc. for goods and services; and attending the public openings;
   
• Registers all lobbyists conducting, or seeking to conduct business with Miami-Dade County;
   
• Executes all documents and instruments approved by the Board of County Commissioners;

• Receives and processes initiatives, referendums, and recall petitions;
   
• Receives and processes all Mayoral vetoes;
   
• Notifies residents of public hearing to consider Special Taxing Districts;
   
• Facilitates and publishes Directives (reports identifying all instructions given by the Commissioners to the Administration);
   
• Generates and publishes official reports required for the release of funds allocated by Commissioners from their District Office Budget Funds, Discretionary Reserve Funds, and In-Kind Reserve Funds;
   
• Staffs all Commission proceedings, swears-in all persons wishing to testify before the Commission's Zoning Meetings  (Quasi-Judicial);
   
• Affirms and publishes Commissioners attendance records;
   
• Denotes and publishes Commissioners voting records;
   
• Determines whether a quorum is present, calls for the election of a temporary presiding officer or adjourns the meeting in the absence of the Chairperson and Vice Chairperson (Section 2.1 of the Code, Rule 5.01 - 5.04); 
• Manages official ordinance and resolution registers; 
   
• Coordinates codification of the  Miami-Dade County Code;
   
• Accepts claims filed against Miami-Dade County for personal injury or property damage;
   
• Issues home solicitor licenses and processes palmistry permit applications,
   
• Maintains and updates the Operational Handbook of the Board of County Commissioners;
   
• Maintains custody of the seal of the of County Commission.
