The Honorable Harvey Ruvin serves as Clerk of the Board of County Commissioners. In this capacity, the Clerk is responsible for providing support functions to the Commission. The day-to-day functions of the Clerk of the Board are administered by Division Chief, Mrs. Diane Collins, Acting Division Chief.
The Clerk of the Board Division supports the commission in a number of ways including the following:

Attends and prepares written minutes of the meetings of the Board of County Commissioners, committees, and subcommittees;

Maintains and updates the Commission's annual meeting calendar and notifies Commissioners of meeting dates, times, locations and the nature of meetings;

Registers all lobbyists conducting, or seeking to conduct business with Miami-Dade County;
-
Executes all documents and instruments approved by the Board of County Commissioners;

Coordinates the appointment of persons to the various County advisory boards;
-

Receives and processes initiatives, referendums, and recall petitions;

Receives and processes all Mayoral vetoes;
-
Facilitates and publishes Directives (reports identifying all instructions given by the Commissioners to the Administration);

Determines whether a quorum is present, calls for the election of a temporary presiding officer or adjourns the meeting in the absence of the Chairperson and Vice Chairperson (Section 2.1 of the Code, Rule 5.01 - 5.04); Accepts claims filed against Miami-Dade County for personal injury or property damage;

Issues home solicitor licenses and processes palmistry permit applications;

Maintains and updates the Operational Handbook of the Board of County Commissioners and

Maintains custody of the seal of the County Commission.
