Kay Madry Sullivan was appointed director of the Clerk of the Board Division of the Circuit and County Court by Harvey Ruvin, Clerk of Courts in 1994. Ms. Sullivan is primarily responsible for the division's operations, and the administration of the records and information systems of the Miami-Dade County Board of County Commissioners.
Technological Advancements
During her administration, Ms. Sullivan has initiated and implemented several technological advancements designed to streamline legislative record keeping and making more of these records accessible to the public and to County administration. One of her first projects was the development and implementation of an online Lobbyist Registration Information System that allows for open acess to lobbyists information. The soon-to-be-launched next phase of this system will allow lobbyists to register online, perform updates to their records and to pay registration fees.
At the direction of the County Commission, Ms. Sullivan supervised the development and implementation of the County Commission Administration Directives Information System. This system provides the Board with a snapshot of its instructions to the administration directing them to provide the BCC with status reports, requests for information and more.
The County Board Advisory System (CBAS) was developed and implemented with the purpose of eliminating the manual record-keeping process of County advisory board membership information. This information system gives commissioners up-to-date data about their appointees to more than 100 County boards and access to advisory board vacancies. Phase 2 of this system will allow the public to view and apply for vacancies online.
Process Improvements
Ms. Sullivan organized the first countywide Advisory Board Secretaries Workshop in an effort to educate board secretaries about the importance of their role as a secretary to maintain accurate membership information of board members, and how the accuracy of the information impacts the integrity and reliability of the County Board Advisory System (CBAS). She also developed the Lobbyist Registration Handbook , which provides an overview of the lobbyist registration ordinance mandates, the registration process, withdrawal, as well as important forms and information.
Career Highlights
A graduate of Barry University, Ms. Sullivan holds a bachelor's degree in Professional Studies and is completing a Master of Science degree in Human Resource Management there. She has continued her professional development as graduate of the prestigious Executive Leadership Institute (ELI) of the National Forum of Black Public Administrators where she attended Harvard University (John F. Kennedy School of Public Policy), Syracuse University (Maxwell School of Citizenship), Howard University (School of Communication), and the University of Minnesota (Humphrey Institute). She holds a Professional Certificate in E-Government Advising and Consulting and a Certificate of Completion in Excellence and Ethics in Management from the Academy for Strategic Planning at Florida International University.
An accomplished vocalist, Ms. Sullivan has performed the national anthem at several installation ceremonies of the Miami-Dade Board of County Commissioners, at the opening of the former Lipton Tennis Tournament at the Crandon Park Tennis Center, and at the Florida Marlins World Series Championship celebration.
