(Miami-Dade County, FL) -- The Board of County Commissioners passed a resolution sponsored by Commissioner Dennis Moss on Tuesday, May 6 that directs County Manager Steve Shiver to ensure that the next Supervisor of Elections be in charge of all activities and personnel relating to the Elections Department and the running of elections, pursuant to the Supervisor’s responsibilities to the County Manager under the County’s home rule charter.
Commissioner Moss drafted the resolution because, he said, the County Manager’s creation of the position of Acting Director of the Elections Department in January 2003 has created confusion on the part of applicants for the Supervisor position and the public regarding the new Supervisor’s role.
“This resolution makes it absolutely clear that our new Supervisor of Elections will have total authority over the Elections Department, subject only to the County’s charter provisions for that position,” said Commissioner Moss. “The current Acting Director of the Elections Department will report to the new Supervisor, not the County Manager’s Office.”
The County began a national search for a new Supervisor of Elections after David Leahy announced his retirement from the position. A formal offer has been made to Constance Kaplan, Deputy Chief Administrative Officer of Training and Special Programs for the city of Chicago’s Board of Election Commissioners.
