Request for Applications Section 8 PBV is available now

Attention Owners and Developers:

Miami-Dade Public Housing and Community Development Agency (MDPHCD) is inviting owners and developers of rental property within the City and County of Miami Dade to submit applications for participation in the Section 8 Project Based Voucher Program (PBV). The primary purpose of this allocation is to create new units or rehabilitate existing rental units that are safe, decent and sanitary for rental to low income families within the boundaries of Miami Dade County with a targeted area of SW 88th Street & SW 120th Street & SW 137TH Avenue & SW 117th Ave. Preference will be given to Owners/Developers that intend to attach project-based assistance to larger units, i.e., units with three (3) bedrooms or more. Rehabilitated and/or newly constructedand existing units will be leased to eligible low-income families referred by PHCD or to eligible tenants currently occupying the unit.

FY 2015 Surtax Final Scores are available now

Public Housing and Community Development (PHCD)  issued a Request for Application (RFA) for Documentary Stamp Surtax and State Housing Initiative Partnerhip (SHIP) which was due on June 29, 2015. New $500,000 Investment in Security Measures for Liberty Square Public Housing Development

Miami-Dade Public Housing and Community Development (PHCD) is addressing residents’ and community concerns about the violence around Liberty Square public housing development by investing over $500,000 in security enhancements as part of the Liberty City Rising initiative.

“Ensuring the safety of all residents is essential to building a healthy and sustainable community,” said Miami-Dade County Mayor Carlos A. Gimenez. “This investment, which is responsive to the needs of the residents, helps create a safe environment for families residing in Liberty Square.”

Notice of Potential Conflict of Interest regarding CDBG funds and South Florida Workforce Investment Board (Commissioner Barbara Jordan)

The County gives notice of potential conflict of interest regarding a public service contract using Community Development Block Grant ("CDBG") funds. The potential conflict arises because Barbara Jordan, a commissioner of the Miami-Dade County Board of County Commissioners, sits as an unpaid board member on the South Florida Workforce Investment Board ("SFWIB"), a public board and bi-County instrumentality, which was awarded $175,000.00 of Community Development Block Grant ("CDBG") funds to run an employment training program. The County is seeking an opinion from U.S. HUD as to whether a conflict of interest exists and, in the event it does, an exemption from the conflict of interest prohibition pursuant to 24 CFR 570.611.

Notice of Potential Conflicts for Ascension Community Development Corporation

The County gives notice of potential conflicts of interest regarding a public service contract using Community Development Block Grant (“CDBG”) funds.  The potential conflicts arise because Ascension Community Development Corporation, Inc. (“Ascension”), an agency which was allocated $16,415.00 of FY 2014 CDBG funds to provide a public service, seeks to be reimbursed for rent payments made to the Church of Ascension Inc. (the “Church”), a related entity.  Specifically, some of the members of the board of directors of Ascension are also members of the board of directors of the Church.  In addition, Ascension’s Executive Director, Ms. Phyllis Tynes-Saunders, is a board member of the Church and Ascension. Ascension seeks reimbursement for payments made to Ms. Tynes-Saunders for work done as an “independent contractor” to perform the public service project, which is an empowerment program for seniors and youth.  Ms. Tynes-Saunders was an employee of Miami-Dade County until her retirement on February 22, 2013.  She applied for County funding on behalf of Ascension on October 31, 2013.  For many years, Ms. Tynes-Saunders served as the Director of the County’s Department of Human Services.

2014 Public Housing Wait List Announced

PHCD received 28,362 pre-applications for the Public Housing Program during a twelve-day registration period from September 8-19, 2014. All pre-applications successfully completed and transmitted during this period were selected randomly by computer and assigned a ranking/position list number. PHCD will be sending letters to notify the applicants of their ranking/position list number. The waitlist with only the Entity/Client ID number, Confirmation number, and ranking is provided by clicking on the link above.

2014 Moderate Rehabilitation Program Wait List Announced

PHCD received 17,916 pre-applications for the Moderate Rehabilitation Program during an eight-day registration period from July 14-21, 2014. All pre-applications successfully completed and transmitted during this period were selected randomly by computer and assigned a ranking/position list number. PHCD sent letters on 1/30/15 notifying applicants of their ranking/position list number. The waitlist with only the Entity/Client ID number, Confirmation number, and ranking is provided by clicking on the link above.

Utility Allowance Adjustments to become effective January 1, 2015

The Miami-Dade Public Housing and Community Development (PHCD) will be making an adjustment to its utility allowance effective January 1, 2015. This adjustment is due to changes in utility rates determined by the utility companies. This notice is to advise you that the new utility allowance will take effect on your next  reexamination. PHCD maintains records that document the basis on which the utility allowance has been established and revised. You can request a copy of the Utility Allowance Schedule and/or inspect these documents during business hours at your site manager’s office. The deadline to submit written comments to your site manager on the proposed adjustment is November 30, 2014.

New Contractors for Housing Choice Voucher Program (Section 8) Announcement

Effective June 29, 2014, the Miami-Dade Public Housing and Community Development (PHCD) Housing Choice Voucher (HCV) Program is replacing the current contractor Quadel Consulting Corporation with two new contractors, Nan McKay Associates and CVR Associates.
