It is chaired by the MPO Director and members are directors of county, and various municipal, departments involved in the transportation planning process.

• Florida Dept. of Environmental Protection (FDEP)
• Florida Department of Transportation (FDOT)
• Miami-Dade Aviation Department
• Miami-Dade County Public Schools (MDCPS)
• Miami-Dade Department of Environmental Resources Management (DERM)
• Miami-Dade Expressway Authority (MDX)
• Miami-Dade League of Cities
• Miami-Dade Planning & Zoning (MDPZ)
• Miami-Dade Public Works (MDPW)
• Miami-Dade Seaport Department
• Miami-Dade Transit (MDT)
• South Florida Regional Transportation Authority (SFRTA) makers of Tri-Rail.

The TPC relies on the LRTP Steering Committee, TIP Development Committee, TPTAC, and the UPWP Development Committee, and also establishes inter-agency task forces and special committees to ensure coordination of important concerns as needs arise. Meetings are held monthly and are open to the public.
