    Comprehensive Emergency Management Plan

    Miami-Dade County is vulnerable to a variety of hazards that threaten its communities, businesses and the environment. The Comprehensive Emergency Management Plan (CEMP) establishes the framework to ensure that Miami-Dade County and its municipalities are prepared to deal with these hazards.

    The Plan outlines the roles and responsibilities of the local government, state and federal agencies and volunteer
    organizations. The CEMP coordinates the activities of these groups under the Emergency Support Function (ESF) System with a designated lead agency for a comprehensive approach to planning, response, and recovery from identified hazards.

    The NIMS/ICS principles have been incorporated and institutionalized into the County’s response management model as illustrated through-out this document and in the policies and procedures of the County’s response agencies.
