Henry Gillman has managed the Legal divisions of the Aviation Department and the Water and Sewer Department. Henry is experienced in commercial and construction transactions and litigation.

As a transactional lawyer, Henry represented various County departments, including Public Housing and Community Development, Public Works and Waste Management, Aviation and Water and Sewer. Henry negotiated, drafted and reviewed contracts, settlements and consent decrees for these departments.  Henry worked on the landmark Adker Consent Decree which settled a class action discrimination lawsuit involving fair housing violations against the Miami-Dade Housing Agency. 

Henry has worked extensively on settlement agreements and consent decrees with the Florida Department of Environmental Protection and the United States Environmental Protection Agency relating to the County's method for the daily disposal of millions of gallons of wastewater and Clean Water Act issues.   Henry has overseen the procurement of contracts relating to over a billion dollars in capital improvements for the Water and Sewer Department.  Henry also handles bid protests of constructions contracts and contracts for goods and services. 

Henry is an experienced litigator who has practiced in state court at both trial and appellate levels.  Henry tried numerous jury and nonjury cases involving landlord-tenant issues on behalf of the Housing Department.  Henry has also litigated construction cases and other commercial cases for the Water and Sewer Department.  

Henry's assignments have included advising Commission Committees and drafting and reviewing County ordinances and resolutions. Henry has also represented and advised various Citizen Boards including the Nuisance Abatement Board and Minimum Housing Appeals Board.

Henry has served on a number of Florida Bar committees and sections, including the 11th Judicial Circuit Grievance Committee and the Quality of Life and Career Committee.  He also served as national Vice-Chair of the Legal Affairs Committee of the National Association of Clean Water Act Agencies.
