Richard C. Seavey joined the County Attorney's Office in January, 2006. Richard previously worked as an Associate at Zuckerman Spaeder, LLP in Miami, Ross, Dixon & Bell, LLP in Washington, D.C., and Sheppard, Richter & Hampton in Los Angeles.
Richard works primarily in the Office's commercial section handling both complex litigation and commercial transactions. Richard has handled cases in the State Circuit Court's complex litigation division since the Division's inception, and has successfully brought several large, complicated cases to a conclusion. Since beginning the practice of law in 1994, Richard has practiced in federal and state court at both trial and appellate levels in Florida and in other jurisdictions throughout the United States.
Richard also represents PortMiami and the County's Library Department in their transactional and legislative matters before the Board of County Commissioners. He has participated in negotiating and drafting contracts for PortMiami including both cruise and cargo operations. Richard also has worked with the County's Construction Trades Qualifying Board, Internal Services Department, Fire Rescue Department, and Public Works and Waste Management Department. Richard also has successfully handled numerous bid protests. Finally, Richard has drafted legislation for consideration by the Board of County Commissioners including ordinances and other matters.
