Cynthia Johnson-Stacks is Section Chief of the Social Services and Public Health Trust section of the office. This section represents the County in a multiple program areas, including public and affordable housing, economic development, homelessness and community redevelopment agency issues.
Cynthia has experience in many areas, including public transportation, municipal finance, incorporation of new municipalities and annexation of unincorporated areas to existing municipalities, tort liability defense, intergovernmental agreements between municipalities and the County, and ad valorem taxation. She has served as legal advisor to the Mayor’s Office and has advised Charter Review Task Forces, the Miami-Dade County Expressway Authority, the Miami-Dade County Homeless Trust and various county boards.
Cynthia has been recognized by the Florida Bar as a specialist in City, County and Local Government Law since 1998. She was selected by the President of the Florida Bar to serve as a member of the City, County and Local Government Certification Committee, which reviews applications of lawyers for board certification, conducts peer review, and writes and grades examinations for board certification in the local government practice area. Cynthia currently is an executive committee member of the Florida Bar Board of Legal Specialization and Education, which oversees the work of all of the certification committees and ultimately approves certification of lawyers as experts in all practice areas.
A leader in local bar associations, Cynthia has served on judicial nominating commissions responsible for recommending lawyers to serve on the state trial and appellate bench. Cynthia has been appointed by Florida’s United States Senators to serve on the Florida Federal Judicial Nominating Committee, Southern District Conference from 2010 to 2013.
