The Marlins made substantial commitments to the South Florida community and will meet a high threshold of civic responsibility and deliver a strong and substantial community benefits package. Some of the highlights of these endeavors are as follows:

Through the Florida Marlins Community Foundation (Foundation), in addition to continuing its ongoing community relations efforts, which focus on promoting educational, athletic, health, social and community service programs for South Florida's youth, the Marlins will make an annual financial Contribution of $500,000 through the Foundation to further these activities. Portions of this annual contribution will be directed to the Parks Foundation of Miami-Dade County ($100,000) and the City's Heart of Our Parks Fund ($25,000) for baseball-related programs designed to support youth and community-based programs within the County and City, including youth baseball leagues, baseball camps, after-school programs, internships and opportunities for underprivileged youth. Additionally, the Marlins will request and encourage its advertisers and sponsors to contribute to and support the Foundation.

The Marlins shall endeavor to maximize benefits for (i) youth and other residents of South Florida, with a particular focus on Miami-Dade County and the City of Miami, and (ii) rebuilding youth baseball infrastructure through local baseball-related charitable organizations and Major League Baseball's various affiliated charitable organizations and programs, such as: Major League Baseball Charities, Reviving Baseball in Inner Cities, Baseball Tomorrow Fund, Join the Major Leagues @ Your Library, Breaking Barriers, Baseball Assistance Team, Jackie Robinson Foundation, and Commissioner's Initiative for Kids.

The Marlins shall develop along, with the City and County, aggressive youth programs that are oriented towards infrastructure, maintenance and assisting sports-based programs, and such programs shall establish goals and benchmarks.

The Marlins shall request and encourage its players and other Team personnel to support and participate in community activities through personal appearances and other means, such as financial or other contributions to the Team Foundation or to other organizations that benefit youth and other residents of Miami-Dade County and the City of Miami. as well as other organizations and youth in South Florida. The Team will work with its players, coaches and senior management to make at least 25 personal public appearances per year in South Florida in support of education, youth sports, or other public service activities.

The Marlins shall provide attractive and meaningful programs designed to keep Major League Baseball games affordable for youth and the elderly in South Florida. During each Operating Year, the Team shall (i) provide Affordable Seats, and (ii) distribute at least ten thousand (10,000) regular season individual tickets on a complimentary basis to appropriate Miami-Dade County charities that will make such tickets available to underprivileged youth accompanied by adult mentors. The amount of such Affordable Seats and complimentary tickets shall be pro-rated on a per-game basis to the extent there are fewer than eighty-one (81) regular season MLB Home Games in any Operating Year.

The Marlins shall build or improve a total of 39 baseball fields in Miami-Dade County with at least three (3) in each Miami-Dade County Commission district and at least two (2) in each City of Miami Commission district. The Team agrees to build or improve at least 1 baseball field each year of the Operating Agreement.

The ballpark facility will be available to the County and the City on a limited basis during baseball season and an unlimited basis after baseball season to hold community events such as amateur athletic, public service, or other non-profit events.

Some revenues from for-profit events held by Marlins Stadium Operator at the ballpark will be shared with the County and deposited into the Capital Reserve Fund to assist with long-term capital repairs to the ballpark.
Additionally, numerous provisions were incorporated into the Stadium Agreements to ensure individuals, local businesses, and contractors benefit from the opportunities generated as a result of the construction and subsequent operation of the ballpark project. Some of those provisions are summarized below:

The Marlins are required to utilize small and local businesses as part of the design and construction of the baseball stadium, including use of a job clearinghouse to recruit local workers and opportunities for local businesses in certain designated areas to compete for stadium construction work.

The Marlins and Hunt/Moss will develop a comprehensive outreach program for assisting small and local businesses in finding work, recruitment, and education.

Prime contractors, subcontractors, suppliers, and County-certified small business contractors and suppliers must be paid by the Construction Manager within set timeframes.

Bid packages include provisions relating to criteria to increase utilization of apprentices and trainees from certified apprenticeship programs.

All bid packages are reviewed by the County's Small Business Development Department to establish CSBE, SBE, and CWP goals.

Once the stadium is operational, the Marlins will comply with/apply the County's Small Business Enterprise (SBE) Program in awarding Service Agreements, including creation of a minimum participation goal relative to the value of all Service Agreements entered into by the Team. This will ensure that local firms have an opportunity to work in/at the stadium after it is built.

The Marlins will establish a Small Business Outreach Program to ensure jobs for local businesses and residents when the stadium is operational. The additional language ensures small-business and local resident participation during the operation of the baseball stadium by setting aspirational goals of awarding contracts to small businesses in certain targeted areas (15 %), setting goals to give residents in certain targeted areas opportunities as stadium workers (25%), and setting overall goals to ensure inclusion of Miami-Dade and City of Miami (50% of which 20% must be from the City of Miami) residents for opportunities to work in the stadium.
