Dear Residents,

As summer vacations come to an end and we gear up for a new fiscal year, it is my pleasure as Chairman of the Miami-Dade County Commission to bring you the latest edition of the Board of County Commissioners Combined Newsletter.

Over the last few months, my colleagues and I have been advancing legislation on a variety of fronts to enhance our community’s quality of life. Pursuing a truly world-class public transportation system by moving forward with our SMART Plan has been a top focus, because we recognize it is a critical component in ensuring economic growth and competitiveness in the global arena. As a Board, we have also been addressing a range of other important issues including traffic safety, promoting sustainability and increasing economic opportunities. I look forward in the months ahead to continuing to work with my colleagues on these and other issues to build a stronger and more prosperous Miami-Dade County for all our residents.

Chairman Bovo sponsored the SMART Plan Revenue Douglas Road and South Miami Transit resolution, which calls for any revenue received from the Douglas Road and South Miami Metrorail Station development projects to be applied to the development and construction of the Strategic Miami Area Rapid Transit Plan (SMART Plan).

Featured Event

Chairman Bovo visited Washington, D.C. in July to discuss Miami-Dade's SMART Plan with members of Congress and Department heads, including Congressman Mario Diaz-Balart and Labor Secretary Alexander Acosta.

Vice Chairwoman Audrey M. Edmonson sponsored legislation directing the Mayor to prepare a feasibility report relating to the establishment of a comprehensive plan to reduce pedestrian fatalities by incorporating components of Los Angeles’ Vision Zero campaign.

Featured Event

Vice Chairwoman Edmonson held her annual press conference “One Bullet Kills the Party” on July 3 at Jefferson Reaves Sr. Park to urge the public to refrain from gun violence. She was joined by community leaders, clergy, law enforcement, and local Brownsville residents.

Featured Legislation

In an effort to maximize construction contracting opportunities for local small businesses, Commissioner Jordan sponsored legislation expanding Miami-Dade County’s Miscellaneous Construction Contracts Program (MCC). The expanded MCC program will be used to meet the capital development needs of various county departments, creating rotational pools limited to qualified Small Business Enterprise Construction Services firms.

Commissioner Jordan, the YWCA, and Live Healthy Miami Gardens co-sponsored Family Fun Fit Day in Miami Gardens on July 29. Residents competed in games and participated in other fitness activities while enjoying dance and music performances. The event was organized by Commissioner Jordan’s Summer Youth Internship Initiative 2017 class.

Commissioner Jean Monestime sponsored a resolution renaming Northwest 104th Street between 11th and 12th avenues as King Carter Street, in honor of the 6-year-old boy who was shot dead on 104th Street on Feb. 20, 2016 when he was caught in the crossfire of a shooting near his home.

Hundreds of children received new book bags at Commissioner Jean Monestime’s Back to School Community Festival on Aug. 4 at Oak Grove Park, which also featured health screenings, a bounce house, snow cones, popcorn and more.

Commissioner Heyman sponsored legislation that created a local film, TV and entertainment production incentive program. The program intends to help support individual film and entertainment projects that will benefit the industry workforce and boost the local economy. Productions will have to meet certain requirements in order to qualify for the program, with a maximum of $100,000 rebate per production.

Commissioner Heyman, in partnership with the Kiwanis Club of North Miami Beach and Sunny Isles Beach and the Aventura North Miami Beach Lions Club, held a “Back to School Event” at Walmart on July 29 to help local families with their children’s school supplies.

I am proud to have sponsored a Resolution calling on the County Commission to urge the President of the United States, the Congress, and the Florida Legislature to impose the strongest economic sanctions against the tyrannical Maduro regime in Venezuela until they are removed from power and democracy is restored to that troubled nation. The Commission passed this resolution on July 21, 2017.

It was a privilege to present the first-ever County Commission proclamation designating July 20, 2017 as “Honduran Day in Miami-Dade County” in recognition of the countless economic, social, and cultural contributions that these valued residents have made to our community.

The County Commission on July 18 adopted an ordinance sponsored by Commissioner Sosa creating the Ludlam Trail Corridor District as part of the Comprehensive Development Master Plan to transform the empty railway corridor into green trails and recreational areas for enhanced connectivity between communities. The legislation is the product of years of dialogue and collaboration initiated by Commissioner Sosa.

Featured Event

Joined by veterans, Commissioner Sosa recently unveiled the designated parking program for veterans. The program, a result of legislation sponsored by Commissioner Sosa, will provide veterans with designated parking spaces near entry points at County-owned and operated lots or garages.

Our office is always looking to help communities solve problems in a careful and intelligent manner. Nowhere is this clearer than in our recent resolution that directs the mayor’s office to study the environmental viability of a freshwater-to-saltwater boat transferring mechanism for the Gables by the Sea community without altering the saltwater barrier line.

It was a pleasure participating in the AvMed Morning Mile at Continental Park. From my Envelopes of Safety Martial Arts Program to free swimming lessons in South Miami, it’s always encouraging to see young children being healthy and exercising.

The Board of County Commissioners passed legislation sponsored by Commissioner Levine Cava adopting the Envision rating system for Miami-Dade County infrastructure projects, to ensure sustainability is included in the planning, design, construction and operation of County-funded infrastructure projects. The full resolution was formally adopted on June 6, 2017.

Commissioner Levine Cava sponsored the District 8 Small Business Academy, a four-month program (March-June 2017) that provided vital training and resources to 23 entrepreneurs with existing small businesses. Each year, the Academy gives small business owners the tools and information they need to increase sales, hire more employees and thrive in South Dade.

Commissioner Dennis C. Moss recently sponsored an ordinance adopted by the County Commission authorizing certain walls, fences and hedges at a greater height than is currently allowed by the County’s Standard Urban Center District Regulations on certain residential properties located in both Targeted Urban Areas and urban center districts.

Commissioner Moss and former Florida A&M University Band Director Dr. Julian E. White joined the Richmond-Perrine Optimist Club and the Greater Goulds Optimist Club at Richmond Heights Middle School for the inaugural performance of the South Dade Youth Band Camp.

Commissioner Souto sponsored a resolution on July 6 to allocate funds to purchase and install surveillance cameras at all Miami-Dade County regional parks to help ensure the safety of park patrons.

As part of Commissioner Souto’s efforts to beautify District 10, new trees were recently planted along Bird Road between 102nd and 107th avenues, Southwest 117th Avenue between 32nd and 38th streets, and Coral Way between the Palmetto Expressway and the Florida Turnpike.

Commissioner Martinez was the co-prime sponsor of a resolution directing the County Mayor or County Mayor’s designee to file an application in the May 2017 cycle of amendments to the Comprehensive Development Master Plan to allow the State Road 836 southwest extension project outside of the urban development boundary as proposed by the Miami-Dade Expressway Authority.

Commissioner Martinez presented his annual “Turn Around Awards” to 17 District 11 fifth graders who demonstrated extraordinary improvement in their academic performance. Each winner received a certificate of appreciation and an RCA Voyager tablet.

Commissioner Diaz sponsored legislation to encourage the growth of STEM careers in Miami-Dade County. The legislation calls for the County administration to continuously pursue opportunities for partnerships, programs and grants that will lead to expanding educational and career opportunities in the STEM fields for young people, including girls and young women. STEM stands for Science, Technology, Engineering and Mathematics.

On July 19, Commissioner Diaz was present to congratulate the first veteran to complete the Veterans Treatment Court program. In January 2017, Commissioner Diaz helped launch the first Veterans Treatment Court in Miami-Dade, which diverts veterans from the traditional criminal justice system and provides them with the tools needed to successfully reintegrate back into civilian life.
