Dear Residents,

With summer vacations behind us and a new fiscal year about to begin, it is my pleasure as Chairman of the Board of County Commissioners to bring you the latest edition of the Board of County Commissioners Combined Newsletter.

Over the last few months, my colleagues and I have been working on a number of fronts to improve our residents’ quality of life – from combating gun violence to advancing sustainable energy to expanding preventative health care options.

As we prepare to finalize our 2018-19 budget, I’d like to take this opportunity to welcome our newest colleague, District 5 Commissioner Eileen Higgins. I look forward to working with her and the rest of my colleagues to continue making Miami-Dade County a better, stronger and more prosperous community.

Operation Blue and Brown is a joint police patrol program between the police departments of the City of Miami and Miami-Dade County that focuses on the inner city. This task force has been essential in the fight to prevent gun violence. Chairman Bovo recently sponsored legislation at the Chairman’s Policy Council to continue funding Operation Blue and Brown.

Chairman Bovo co-hosted, along with the Greater Miami Chamber of Commerce, the 2018 Resilient Solutions Summit and Business Expo. The summit focused on various topics related to resiliency including sea level rise, affordable housing, workforce training, renewable energy, and transportation infrastructure with the development of the SMART Plan.

Vice Chairwoman Edmonson has been a strong advocate for preventing senseless gun violence, leading anti-crime efforts and strategy sessions for over four years with Operation Restoration, a group comprised of community leaders, civic leaders and clergy. She recently sponsored legislation to develop a program to reduce youth gun violence in our community which would directly involve community and faith-based organizations.

Vice Chairwoman Edmonson hosted her 12th annual Back to School Fun Day on Aug. 11 at Olinda Park. The event featured a giveaway of book bags filled with school supplies, Farm Share food distribution, health fair, free haircuts, free SunPasses, pet adoptions, music, bounce houses and much more.

On July 24, Commissioner Barbara Jordan scored a victory for workers with the approval of an ordinance to extend the County’s Living Wage protections to employees of concessionaires at Miami International Airport, affecting the wages of some 2,400 employees. Commissioner Jordan originally sponsored a May ordinance to extend the Living Wage requirements to all vendors leasing space from the County, but that earlier legislation was vetoed by the mayor.

For 8 to 10 weeks, 31 Miami-Dade high school and college students got hands-on experience in a variety of fields in both the public and private sectors as part of Commissioner Jordan’s Summer Youth Internship Initiative program. Students were selected following an extensive interview process.

On July 10, 2018, District 2 Commissioner Jean Monestime honored the legacy of Ms. Georgia Jones-Ayers by sponsoring a resolution to designate NW 22nd Avenue between NW 79th and 135th streets as Georgia Jones-Ayers Way. Ms. Ayers was known for her grass-roots activism and co-founding The Alternative Program.

Commissioner Monestime hosted an Aug. 9 ribbon-cutting ceremony for the new Arthur Woodard Park, named after the late former principal of Miami-Douglas MacArthur High School North who personally maintained the once-private land. The park features native shade trees, benches, bicycle racks, a wooden face and walkway.

The Miami-Dade County Commission and the National Association of Counties unanimously adopted Commissioner Heyman’s “Fire Protection Gear” legislation, which urges the National Fire Protection Association to determine use capacity of bunker gear based on technical specifications and integrity, not manufacturer date. This legislation has received national attention for protecting our firefighters and saving significant monies for all fire departments.

On August 7, Commissioner Heyman, with five sponsor city mayors, officially opened a state-of-the-art skate park and pump track at Haulover Beach Park. Commissioner Heyman donated new skateboards to those in attendance.

Commissioner Eileen Higgins, with partner ConnectFamilias, celebrated the new school year with hundreds of children at the Back to School Festival in Little Havana on August 18. Over 300 students received book bags with supplies, along with dental and health screenings.

Commissioner Sosa was proud to advance legislation unanimously adopted by the County Commission directing the Mayor to effectuate a contract for the purchase of the Ludlam Trail. The Ludlam Trail will enhance regional mobility, providing opportunities for physical activity and improving the economic vitality of the area by converting the former railway into a continuous publicly accessible pedestrian and bicycle trail.

Commissioner Sosa was proud to have recently joined the cities of Miami and Miami Springs at the ribbon-cutting of new trolley and shuttle services serving the residents and visitors of both cities. Congratulations on a job well done!

Commissioner Xavier L. Suarez co-sponsored a resolution put forth by Commissioner Levine Cava requiring the County to continue using the SolSmart Program that Go SOLAR-Florida offers, while also challenging the County to achieve the SolSmart “Gold” designation. The resolution ensures that Miami-Dade will have no-cost technical assistance for the improvement of solar energy permitting.

On Aug. 3, West Coconut Grove prepared 350 students for getting back to school with supplies plus encouragement from Miami Mayor Francis Suarez, Dolphin Nat Moore, pilot Barrington Irving, Commander Chiquita Butler, martial arts instructor Master Sang and others. Students received a certificate from Commissioner Xavier Suarez.

The Board of County Commissioners on July 10 approved a resolution sponsored by Commissioner Daniella Levine Cava directing the Mayor to restore $150,000 to help save South Dade's avocado industry from the devastating laurel wilt disease. Avocados account for approximately 7,500 acres in Miami-Dade County and have an economic impact of $54 million to the regional economy.

Commissioner Levine Cava co-hosted the “Dogs of Summer” Pet Adoption and Training Expo on June 23 at Coral Reef Park. Pet lovers were delighted by the wide array of dogs on site for adoption, free microchipping, K9 unit demos and more.

Commissioner Dennis C. Moss sponsored a resolution authorizing the County to submit an application for Miami-Dade County to become a Keep America Beautiful, Inc. affiliate in order to combat and prevent littering in our neighborhoods and public spaces, educate our residents on the proper way to recycle, and enhance our community beautification efforts.

Commissioner Moss, with the support of the Children’s Trust and the Parks Foundation of Miami-Dade, hosted the Youth Bands of America Summer Showcase on Aug. 9 at Richmond Heights Middle School under the direction of Dr. Julian White, former director of the Florida A&M University Marching 100.

Commissioner Souto recently sponsored a resolution approving the allocation of $1 million from the Building Better Communities General Obligation Bond program for the construction of the Westchester Health Facility at 9445 Coral Way adjacent to the West Dade Library in District 10. It will include such services as regular screenings for blood pressure and wellness sessions aimed at preventative care.

On July 26, Commissioner Souto attended the opening of the new 6,800-square-foot state-of-the-art intensive-care unit at Jackson South, which will reinforce the hospital's location as a destination for specialty care in South Dade.

Featured Legislation

Commissioner Martinez sponsored legislation directing the Mayor or County Mayor’s designee to enforce the Miami-Dade County Code with respect to unattended bicycles left on County rights-of-way including sidewalks throughout the County. This legislation is important to the residents as these unattended bicycles were being placed throughout the County without prior authority from the County and caused a public safety concern.

More than 1,500 residents and families attended Commissioner Martinez’s 2018 Health & Safety Expo to take advantage of a multitude of health screenings and services, safety tips, back to school supplies and much more. Everyone enjoyed the event, which also featured free music, dance and entertainment.

Commissioner Diaz sponsored legislation to extend the County’s Living Wage protections to employees of concessionaires at Miami International Airport. The county’s living wage is defined as $15.52 an hour for employers not offering benefits, or $12.63 an hour with a qualifying Health Benefit Plan valued at no less than $2.89 per hour. Employees of County contractors have been benefiting from those protections for years.

Commissioner Diaz broke ground on the new Hialeah Gardens Branch Library on August 10. The 13,500-square-foot library is expected to open in 2020 at Westland Gardens Park, 13501 NW 107th Ave. and will feature a community multipurpose room and a digital media center.
