As Chairman of the Board of County Commissioners, it is my pleasure to bring you the latest edition of the Board of County Commissioners Combined Newsletter.

Over the last several months, my colleagues and I have been working on a wide range of issues to improve the lives of our residents - including advancing affordable housing, fighting wage theft, promoting changes to state condominium law to prevent fraud, and working toward a world-class public transportation system we can all be proud of. I look forward to continued progress on these and other issues in the months ahead, and I wish you and your families a great Memorial Day and a safe and enjoyable summer.

Commissioner Esteban Bovo, Jr. on Jan. 24 sponsored a resolution urging the Florida Legislature to enact legislation to provide a percentage of the revenues from the Miami Dade Expressway Authority (MDX) to be utilized for new transportation infrastructure and transit projects. This funding will help the county deliver the Strategic Miami Area Rapid Transit (SMART) plan. The SMART plan is Miami-Dade County's comprehensive transportation solution that will provide for new transit options for our residents and visitors.

Commissioner Bovo held his 3rd annual Open Your Heart and Your Home pet adoption event with Miami-Dade Animal Services at Amelia Earhart Park on February 24, 2017. The event had a talent show, food trucks, pony rides and much more for the community to enjoy.

Vice Chairwoman Edmonson sponsored legislation updating the Infill Housing Ordinance. The changes include recommendations from infill developers, as well as county staff, to make the program more effective.

Vice Chairwoman Edmonson, in association with the Small Business Development Division, presented a Small Business Lending Workshop on April 21. Attendees interacted with lenders and business owners while learning how to participate in County contracts, obtain capital and become a County-registered vendor and certified Small Business Enterprise.

Continuing her fight to address housing affordability, Commissioner Jordan sponsored legislation to enhance the county's Workforce Housing Development Program to provide additional incentives to workforce housing developers and encourage the rehabilitation of units in the urban infill area and along transit corridors for households with earned income insufficient to secure quality housing close to the workplace.

Commissioner Jordan celebrated the theme "Black Excellence" at her 4th annual Black Heritage Festival on Feb. 4. Over 200 residents attended the festival, which was hosted by Commissioner Jordan and Miami Gardens Vice Mayor Erhabor Ighodaro at the Betty T. Ferguson Recreational Complex.

Commissioner Monestime sponsored a resolution to support House Bill 3291, which proposes to appropriate $25 million of nonrecurring funds from the state to the Florida Department of Economic Opportunity to fund the Poinciana Industrial Park Intermodal Logistic Center. The resolution was unanimously approved by the Miami-Dade Board of County Commissioners on March 21.

Black Miamians of all nationalities came together to advance a common agenda at the 2nd annual "One Heritage: State of Black Miami" forum presented by Commissioner Monestime on April 12 at FMU. Topics covered included jobs, housing, transportation, education, health and criminal justice reform.

On March 21, 2017, the Board of County Commissioners adopted legislation sponsored by Commissioner Heyman urging the United States Congress and the Trump administration to continue to allow states such as Florida to implement the use of medical marijuana. The legislation opposes future federal legislation or policy that may adversely impact Florida's implementation of Amendment 2 related to medical marijuana.

Commissioner Heyman and Public Safety stakeholders hosted a criminal records event/workshop on April 20 at the Northeast Dade-Aventura Library for people to have criminal records sealed/expunged.

Commissioner Barreiro sponsored a March 7 resolution urging the Florida Legislature to strengthen state condominium law to protect condo owners by imposing criminal penalties for fraud by condo boards. Miami-Dade's lobbying efforts helped secure passage of significant reforms to condo law during the 2017 state legislative session.

On March 7, County Commissioners unanimously adopted Commissioner Sosa's resolution supporting comprehensive immigration reform, including a pathway to citizenship for undocumented, law-abiding immigrants already in the country. "Our country is and will always be a beacon of hope to the world. Our elected leaders should come together to provide certainty to the millions of individuals who live and work here every day for a better life," she said.

Commissioner Sosa, as Chairwoman of the Economic Development & Tourism Committee, recently recognized PortMiami on being honored by Porthole Cruise Magazine with the 2017 Editor-in-Chief Award for Best U.S. Port for customer service, quality operations and all around excellence. Congratulations, PortMiami!

Commissioner Suarez sponsored a major summer jobs program for the second year in a row. The collaboration between Miami-Dade County, the Children's Trust, and Miami-Dade Public Schools, which is the largest in the County's history, employed 1,463 students last year in private businesses. The goal of the program is to equip our emerging workforce with the work experience and soft skills needed to succeed.

Commissioner Suarez held the first District 7 nonprofit academy, a 2-day event to give small nonprofits providing services in District 7 the tools to grow. Following the event, Commissioner Suarez ran a competitive process to award 15 CBO grants from his district reserve fund, ranging from $2,000 to $10,000.

The Government Operations Committee advanced my resolution that directs the Mayor to inform Commissioners about the potential sale of any County land in their commission districts. Prior notice of land sales will increase transparency and ensure that County land is put to its highest and best use.

The District 8 team, in conjunction with the Economic Development Committee and the Neighbors And Neighbors Association, launched its small business and nonprofit incubator, Accelerate South Dade, on April 7 to provide a shared space and resources for small businesses to learn and grow.

Commissioner Moss sponsored an ordinance limiting the number of housing units per acre allowed to be built near the Homestead Air Reserve Base and reducing noise levels in the design and construction of residential properties in the vicinity.

As Chairman of Neat Street Miami, Commissioner Dennis Moss recently announced the 2017 winners of Street Tree Matching grants at the biennial LEAF Summit and awarded $200,000 in grant matching funds to plant more canopy trees on transportation corridors and gateways.

Commissioner Souto sponsored a resolution to allow Easter Seals to lease cottages 4, 5 and 12 in Kendall Indian Hammocks Park. Easter Seals has been helping individuals with disabilities and special needs, and their families, live better lives for more than 80 years.

Commissioner Souto and Miami-Dade County hosted the 2017 Miami International Agriculture and Cattle Show in April at the Ronald Reagan Equestrian Center at Tropical Park. The annual event, which attracts over 60,000 visitors a year from over 20 countries, features a cattle auction, equestrian shows and local agriculture vendors.

As promised during my campaign, upon being sworn in I sponsored an ordinance repealing Ordinance Nos. 13-70, 13-71, 15-67 and 15-68 relating to the West End Municipal Advisory Committee (Section One) and West End Municipal Advisory Committee (Section Three) created to study the possible incorporation of portions of the West End area. This Ordinance was adopted by the Board on March 7, 2017.

Commissioner Martinez, in conjunction with Farm Share, sponsored a Food Distribution Event on April 29 at Tamiami Lakes Park. Residents from around District 11 received a variety of nutritious goods to keep their families from experiencing hunger. A number of participants also exchanged their old showerheads and light bulbs for new high-efficiency models.

Miami-Dade County Commissioner Jose "Pepe" Diaz recently sponsored legislation to allow victims of wage theft to recover attorney fees when going after deadbeat employers. Employers who have been ordered by a County hearing examiner to make wage restitution will have 45 days to pay or be liable for any attorney fees incurred to force them to comply.

Commissioner Diaz hosted an Autism Awareness Month event on April 18 to bring attention to the challenges and triumphs of those living with autism.
