Dear Residents,

As Chairman of the Board of County Commissioners, I am happy to present this latest edition of the Board of County Commissioners Combined Newsletter. Over the last few months, my colleagues and I have been addressing a wide range of issues for the betterment of our community, including affordable housing, health care accessibility, pedestrian safety and lessons learned from Hurricane Irma. As we get ready to welcome a new year, I look forward to continue working on a host of initiatives to improve our residents’ quality of life as we forge a brighter future together.

Chairman Bovo recently sponsored resolutions calling for special elections in special taxing districts within the Town of Miami Lakes on January 23, 2018. The elections will give residents the option to transfer the districts to their municipality. Should the transfer be approved by residents, the Town will have the ability to manage and provide services to communities more conveniently.

Chairman Bovo held his annual Guajiro Harvest Festival at the Bob Graham Farm Village at Amelia Earhart Park in Hialeah on Oct. 14. It featured bounce houses, free pony rides, live music and vendors for all families to enjoy.

Vice Chairwoman Edmonson recently sponsored legislation directing the Mayor or his designee to prepare a report regarding the establishment of a comprehensive plan to reduce pedestrian fatalities.

Vice Chairwoman Edmonson joined Miami-Dade County Hispanic Affairs Advisory Board Chairperson Franccesca Cesti-Browne to welcome residents and visitors to the 18th annual Hispanic Art Expressions exhibit on Oct. 19 at Wynwood Walls in District 3.

Commissioner Jordan sponsored legislation urging the Florida Legislature to enact a bill that would authorize local governments to levy a documentary stamp surtax for the transfer of residential real estate sold for $1 million or more. This legislation was proffered in an effort to address the influx of luxury homes being built in Miami-Dade County, which has made it more difficult to produce homes at affordable prices.

Performers dressed in vibrant-colored costumes paid homage to Venezuela and Colombia at Commissioner Jordan’s 11th annual Hispanic Heritage Celebration on Oct. 20 at Joella C. Good Elementary.

Commissioner Monestime sponsored a resolution urging the Florida Legislature to appropriate funding to expand the services offered at the Florida Department of Health in Miami-Dade County’s Frederica Wilson and Juanita Mann Health Center to include dental and pediatric services.

The tradition of giving thanks and celebrating families continued in District 2 this year, as more than 2,000 participated in Commissioner Jean Monestime’s annual Thanksgiving Turkey Giveaway on Nov. 19. Commissioner Monestime distributed turkeys to families at Arcola Lakes Senior Center and Oak Grove Park for the Thanksgiving holiday.

Commissioner Heyman sponsored legislation that created an ordinance for a new section of the Code to establish regulations and standards for vacation rentals. The ordinance attempts to mitigate the potential impacts to neighborhoods through standards addressing solid waste handling, parking, pets, noise, etc. More specifically, these regulations and standards are intended to protect the character of residential neighborhoods while allowing short-term vacation renters.

Commissioner Heyman, with the assistance of local corporations, held her annual Thanksgiving Event in which turkey baskets and gift cards were distributed to members of the community through the help of community and religious organizations.

Commissioners came together as one for the people of Puerto Rico on October 17, where they pledged financial assistance to Hurricane Maria relief efforts. “Puerto Rico and South Florida share strong cultural and familial ties, and we need to be there for them as they recover from this devastating storm,” said Commissioner Barreiro, who pledged $10,000 toward the island’s recovery.

Commissioner Barreiro, along with the Office of Economic Development & International Trade, hosted the “Going Global Workshop" on Oct. 25 for small and medium-sized businesses. Participants met public and private sector experts who provided invaluable advice on how to expand their businesses abroad.

In response to FPL’s proposal to pass the costs associated with Hurricane Irma on to its customers, Commissioner Sosa advanced legislation opposing a rate increase. “Many residents are still facing financial difficulties as a result of Hurricane Irma,” she said. “We must help them in any way we can. I sincerely hope FPL and the Public Service Commission provide relief to the residents of this county and state.”

In celebration of Thanksgiving, Commissioner Sosa distributed nearly 1,000 turkeys to families in District 6 with the help of the Miccosukee Tribe and the Miami Dolphins, stating: "It is a blessing to help so many families celebrate Thanksgiving."

Commissioner Suarez recently sponsored a resolution to name Southwest 76th Street between 57th and 60th avenues as “Jose Basulto Street” in honor of the founder of Brothers to the Rescue, a humanitarian organization that assists and rescues raft refugees from Cuba escaping the Communist dictatorship.

Commissioner Suarez recently helped launch the Miami-Dade Youth Pre-Apprenticeship Career and Technical Training program. In its first year, it will target 120 eligible 11th grade students at four senior high schools, who will receive classroom training in their chosen trade and participate in a paid summer apprenticeship internship.

The County Commission unanimously passed a resolution urging the Florida Legislature and the Florida Public Service Commission to require Florida Power & Light and other electrical utilities to bury underground their existing overhead power lines. The measure, sponsored by Commissioner Daniella Levine Cava, was one of many recommendations she outlined in her recent report following Hurricane Irma.

Commissioner Levine Cava celebrated her third anniversary on the Commission on Nov. 12 by volunteering along with many other District 8 residents to restore a coastal wetland in Cutler Bay and released a report highlighting some of her key accomplishments.

Commissioner Moss sponsored a resolution declaring the acquisition of property at Southwest 112th Avenue/South Allapattah Road and the South Dade Transit Way for use as a Park and Ride to be a “public necessity.”

Neat Streets Miami, chaired by Commissioner Moss, recently announced the Street Tree Matching Grant program, which provides an opportunity for municipalities, non-profits and community groups to help support Million Trees Miami, Neat Streets’ landmark tree revitalization effort. The deadline to apply is Dec. 22 by 5 p.m.

Commissioner Souto sponsored a resolution to study the feasibility of transferring land owned by the county’s Sewer Department to the Parks and Transportation departments to create a linear park and trail, and a park-and-ride transit facility on the south side of Southwest 72nd Street and 89th Court.

Commissioner Souto recently met with State Sen. Anitere Flores and State Reps. Jeanette Nunez, Michael Bileca and Matt Caldwell to discuss public transportation, the Miami International Agriculture Horse and Cattle Show, the agricultural industry’s post-Irma recovery and other important issues.

Commissioner Martinez sponsored an ordinance relating to incorporation, amending section 20-29 of the county code to prohibit the placement on the board’s agenda of an ordinance to create a municipal advisory committee (“MAC”) to study an area’s possible incorporation unless 20 percent of the resident electors in the area have consented to the creation of a MAC.

Commissioner Martinez, in conjunction with Farm Share, sponsored a Food Distribution Event on November 4, 2017 at Tamiami Lakes Park. Residents received a variety of nutritious goods to help families during the holidays. A number of participants also exchanged their old showerheads and light bulbs for new high-efficiency models.

Miami-Dade County Commissioner Jose “Pepe” Diaz sponsored a resolution asking Congress to enact the “Dream Act” or similar legislation to prevent the deportation of individuals who were granted “Deferred Action for Childhood Arrivals” (DACA) status.

On November 16, Commissioner Diaz teamed up with the Miami Dolphins organization to provide Thanksgiving turkeys to students in the second, third and fourth grades at John G. Dupuis Elementary School in Hialeah.
