Charles D. Scurr was selected as Executive Director of the Office of the Citizens' Independent Transportation Trust (OCITT) in February 2009. He is responsible for the overall supervision, administration and operation of the OCITT provides professional administrative support to the Citizens' Independent Transportation Trust (CITT). The CITT was created to oversee the expenditure of the expenditure of proceeds of the half-cent transportation surtax.
Mr. Scurr has extensive senior management experience at the Federal, County and Municipal levels. He has served as Executive Assistant at Miami-Dade County and the City of Miami and also worked at the Urban Mass Transportation Administration in Washington, DC and Atlanta, Georgia and with the Miami-Dade Transportation Administration. He has been a consultant to major international events including the Super Bowl, the Olympics and national political conventions. Charles Scurr currently serves as an Adjunct Professor of Public Administration and served as an Associate Vice President at Florida International University.
As part of his responsibilities as Executive Director of the OCITT, Mr. Scurr provides policy direction and professional staff support to the CITT; coordinates Trust related activities, and directs continual research and evaluation of internal programs and operations to improve overall departmental efficiency and effectiveness. Mr. Scurr previously served as the City Manager for the City of South Miami and the first City Manager of the Village of Palmetto Bay, Florida.
Mr. Scurr holds a Bachelors Degree from Indiana University and a Masters Degree from the University of Chicago. He is currently taking PhD courses at FIU.
He is married to Barbara Ibarra and has three sons - Adam, Brian and Daniel.
