    Larry David Capp, Ph.D.
    Director, Office of Community Advocacy

    Dr. Larry Capp is a native Miamian and is the second of six children. Dr. Capp's family became one of the first Black families to integrate the Allapattah community of Miami in the early 1960s. He was educated in the Miami-Dade County Public Schools and graduated from Miami Jackson Senior High School in 1971.

    Dr. Capp enrolled in the University of Miami where he earned a scholarship. In 1975, he graduated with a Bachelors Degree with a major in psychology and a minor in biology. He was accepted in the University's acclaimed program in Clinical Psychology and enrolled that autumn. He earned his Masters Degree in psychology in December of 1977, and was admitted to the doctoral program. After another year of course-work, Dr. Capp completed a calendar year internship at the Veterans Administration Medical Center in Miami. He successfully defended his doctoral dissertation, which was entitled "The Role of Race in Perceptions of Dangerousness." In June of 1980, he became the first African American to earn the doctorate in Clinical Psychology from the University of Miami.

    Dr. Capp has served in several significant professional positions including Executive Director of The Center for Family and Child Enrichment, Clinical Psychologist at the Dade County Juvenile Court Mental Health Clinic, Executive Director of the Metro-Miami Action Plan, Consultant to local Law Enforcement Agencies, and Executive Director of the Community Based Organizations Resource Network (C-BORN) at the Economic Opportunity Family Health Center.

    Currently, Dr. Capp has served as the Executive Director of the Miami-Dade County Office of Community Advocacy  since 1999. He provides direction and administrative oversight to the staff that supports the Community Relations Board, Commission for Women, Black Affairs Advisory Board, Hispanic Affairs Advisory Board, Asian American Advisory Board, Equal Opportunity Board, Addictions Services Board, and the Domestic Violence Oversight Board. The Office of Community Advocacy (OCA) represents and advocates for the special concerns of Miami-Dade's Asian, Black, Hispanic, and Women populations; promotes dialogue and understanding between minority populations; and focuses attention on developing economic, educational, and housing opportunities for these constituencies. The OCA seeks to influence change towards a more united community, free from sectarianism and prejudice, by encouraging respect for diversity and the development of community cohesion.

    Civic and volunteer activities have always been a part of Dr. Capp's lifestyle. He has served two terms as President of South Florida Association of Black Psychologists. He served on the Blue Ribbon Committee on Health Care for the Miami-Dade County Commission, which led to the dedicated source of funding for Jackson Memorial Hospital. Dr. Capp has testified before the United States Commission on Civil Rights following civil disturbances in greater Miami. He has also provided consultation to the NAACP Special Committee on Police-Community Relations. He currently serves on the Community Advisory Board of the Institute for Human Genomics at the University Of Miami Miller School Of Medicine.

     Dr. Capp is equally at home in community settings as well as the halls of government. He has successfully advocated for programs in both Tallahassee and Washington, DC. He is a skilled grant-writer, program developer, and manager.
