George M. Burgess, County Manager
George M. Burgess has served as Miami-Dade County Manager since June 2003. In this position, he reports directly to Miami-Dade Mayor Carlos Alvarez. Together, they lead the day-to-day operations of a government with 30,000 employees and a budget of $6.9 billion.
Mr. Burgess has provided leadership for a number of important community initiatives including construction of a new Performing Arts Center in downtown Miami, winning voter approval of the $2.9 billion Building Better Communities Bond Program and recovery following the 2005 Hurricane Season. Mr. Burgess has brought corporate style strategic business management to County government and introduced a nationally recognized results-oriented government model to guide the operations of more than 60 County departments and agencies that provide services to the County’s 2.2 million residents.
Prior to his appointment as County Manager, Burgess held senior roles with both the County and Miami-Dade Public Schools. As Chief Financial Officer for the school system from 2002-2003, Burgess was responsible for all budgetary, financial, procurement, risk management and related functions for the fourth largest school district in the United States.
Previously, Mr. Burgess served for four years as an Assistant County Manager responsible for the oversight of the financial, budgetary, management and performance/efficiency activities of County government. Burgess was involved in many crucial issues, including reforming the County’s procurement policies, formulating and implementing a comprehensive annexation and incorporation policy for the County’s unincorporated area, supporting an extensive review of the County’s Home Rule Charter and the formulation of Charter amendment recommendations, to name a few.
In addition, Mr. Burgess served the County as Director of the Office of Management and Budget, Deputy Budget Director, and Capital Budget Coordinator. Burgess began his 20-year County career with Miami-Dade County as a Management Trainee in 1982.
Mr. Burgess holds a Bachelors Degree and a Masters Degree in Public Administration from the University of Maine.
