Carlos Espinosa, P.E., Director

Carlos Espinosa was appointed Director of the Department of Environmental Resources Management (DERM) on December 1, 2006. Mr. Espinosa oversees a department that regulates and manages activities that have an impact on the County’s natural resources. DERM is one of the most prominent local environmental agencies in the U.S.

Mr. Espinosa’s career with DERM began in 1985 as the Chief of the Water Management Division. As Chief of that Division, he was responsible for the implementation of coastal, freshwater wetlands and tree regulations, coastal construction and marine facilities regulations. He administered the countywide water control programs, including the Dade County and Federal Flood Criteria Programs, as well as the beach restoration and Biscayne Bay Restoration and Enhancement Programs.

In 1991 Carlos was promoted to Assistant Director of DERM. In this position, he managed the Water and Sewer Division, Natural Resources Division, and Water Management Division. He was also responsible for reviewing budgets, personnel issues, service delivery, and policy development necessary to achieve department objectives.  He was also responsible for the implementation of the environmental protection code. Carlos was appointed as deputy director in September of 2001.

Earlier in his career, Carlos did extensive work with the U.S. Army Corps of Engineers and was the Vice President of Land Planning for Avatar Properties, Inc. (formally GAC).

Carlos graduated with honors from the University of Florida with a Bachelor of Science degree in Civil Engineering. He also holds a Master’s degree in Environmental Engineering from the University of Miami.  In addition, Carlos is a licensed Professional Engineer and Certified General Contractor.
