Rachel E. Baum, C.P.A., Finance Director

Ms. Baum has served Miami-Dade County since 1976 and has been promoted through different levels 
of accountancy positions such as Chief Accountant, Controller and Deputy Finance Director. Since 
November 1996 she has served as the County's Finance Director.

Her duties encompass overseeing the structuring and issuances of County debt, the Tax Collector's 
Office, delinquent account collections, accounts payable, employee payroll, the coordination and 
issuance of the County's financial statements, and the investment of the County's surplus-funds portfolio, with a daily portfolio average exceeding $1.1 billion.

Ms. Baum has oversight responsibilities for the Dade County Educational Facilities Authority, and Health Facilities Authority. These agencies assist the different entities in obtaining financing for specific projects at below market interest rates.

Ms. Baum is a Certified Public Accountant in good standing in the State of Florida. She is a graduate 
of Hunter College in New York, with a Bachelor of Arts degree in Mathematics.
