Effective October 1, 2008, the Building Department will be implementing a revised fee schedule. This is the first increase in more than seven years and is necessary due to increased costs in providing services. The revised Fee Schedule is available on this website under heading “Get a Permit” then clicking onto “Fee Schedule”. Please click link to view flyer of this notice.
Permit fees established by various departments (Building, Department of Planning and Zoning, Department of Environmental Resources Management, Fire, Public Works) involved in the permitting process entitle the applicant to an initial review of the plans and a rework. Once the plans have been disapproved for a second time a rework fee is assessed to cover the cost of the additional review, each rejection thereafter results in an additional rework fee.
Currently, we collect the rework fees at the end of the process when the permit is issued. This practice has resulted in Miami-Dade County not recovering cost for services provided when projects are abandoned.
Therefore, effective October 1, 2008 all outstanding rework fees must be paid prior to submitting the plans for rework. For your convenience, these fees can be paid in person or through the website at www.miamidade.gov/building.
This change in the collection time is being made in order for Miami-Dade County to collect fees due at the time that services are rendered. Your understanding is appreciated.

This is to let you know that at the September 15, 2008 conference call meeting, the Florida Building Commission decided to postpone the effective date of the 2007 Florida Building Code from December 31, 2008 to March 1, 2009.
The purpose of the delay was to provide additional time [due to cancellation of the August 2008 meetings] necessary to review and take action on the proposed glitch code changes and to allow both the glitch code change supplement including the 15% increase in energy efficiency of buildings and the first edition of the 2007 Florida Building Code to go into effect at the same time as planned.

In order to allow for both the 2008 Energy Code and the 2007 Florida Building Code to go into effect at the same time and to be consistent with the effective date of the Florida Fire Prevention Code, the Commission decided to postpone the effective date of the 2007 Florida Building Code from October 1, 2008 to December 31, 2008. On December 13, 2007 the Governing Board of the South Florida Water Management District (SFWMD) declared Modified Phase III Water Restrictions effective January 15, 2008.
Effective Monday, January 14, 2008, municipal permit applicants who come to the Permitting and Inspection Center to obtain review from the Miami-Dade Fire Rescue Department and/or the Department of Environmental Resources Management must submit two (2) sets of plans and a municipal intake application to the Permit Records Section. A process number will be assigned and plans and application will be routed to the appropriate departments for review. Once plan review has been completed, you will be notified via telephone call or e-mail notification. Status of review and plan disapproval comments can be tracked by visiting the Building Department’s website at www.miamidade.gov/building/. Thank you for your cooperation.
Roofing Contractors can now submit a CD ROM containing the documents required for a Miami-Dade County Building Department roof permit. The CPP system allows the electronic review of permits by multiple reviewers and departments, thus expediting the permitting process.

A new building permit category for “Waterproofing” systems has been created. Effective October 1, 2007 all permits for waterproofing will be issued using the new building permit Category 109. Grounding Pool Decks (Section 680.26 of the 2005 National Electrical Code) Allowing a single #8 AWG bare copper wire to be used to ground swimming pool decks: Effective April 5, 2007, the Building Department will accept an alternate equal potential bonding grid of one, #8, solid copper conductor, placed 18 inches to 24 inches from the inside edge of the pool wall encompassing 360 degrees with four (4) equally spaced bonding points to the pool steel. Announcing a Graduated Penalty System effective on Monday, February 5, 2007 that will stop the further review of any given trade discipline that has been disapproved three (3) times. In order for the review process to continue for that particular discipline, the design professional will be required to meet with the plans examiner to resolve and/or clarify pending issues.

Where do I get a permit?
There are different building jurisdictions. Each city has it's own building official who issues building permits for work within that city's limits. If you live in unincorporated Miami-Dade County or the City of West Miami, the Miami-Dade County Building Department will issue building permits.
How can I view or obtain copies of the original building plans of my home or commercial property? You must schedule an appointment to view or obtain copies of your plans. Appointments are scheduled Monday through Friday during the hours from 7:30am to 3:00pm.
How will I know when I need inspections?
Inspections depend on what is involved in the project. Simply stated, an inspection is required prior to covering up any part of the construction.
Why did the bank put a hold in my credit card account when I tried to pay for permit fees?
Banking institutions have their own business regulations, which are completely unrelated to our online payment applications and out of our control to amend. Once a transaction is submitted, if it is rejected due to address issues, the issuing bank locks the funds for 2 to 3 days depending on those individual regulations. After that time has elapsed the funds are released, and only the successful transaction is charged to the customer’s account. The fact that the transactions are rejected once the bank issues the warning is indeed a good security procedure to protect the customers against fraudulent charges.
Why was my credit card payment rejected?
Credit card transactions are often rejected by the credit card company when the billing address that you entered in the web page does not match with address the credit card company has on record.
