| The Board of Rules and Appeals (B.O.R.A.) hears appeals of Building Officials, grants Temporary Certificates of Occupancy (TCO), Temporary Certificates of Completion (TCC), and issues Interpretations of the Building Code.
Authority
The Board also has authority on several other areas as outlined in the Building Code and the Miami-Dade Code Chapter 8. BORA can conduct investigation into the enforcement of the Code, and holds hearings at which interested persons may appear and be heard. If evidence indicates that the best interests of the public are served by taking action, the Board has the power to suspend or revoke permits.
The certification of Building Officials, Inspectors and Plans Examiners in accordance with the Building Code, before employment by any inspection authority regulated by the Code, is another function of the Board.
Appealing the Board's Decisions
Any person aggrieved by a decision of the Board of Rules and Appeals, whether or not a previous party to the decision, may apply to the Florida Building Commission. Any order, requirement, decision or determination of the Board of Rules and Appeals can be appealed. Formal Hearings on State Contractors can be appealed to the Eleventh Circuit Court.
