Small Business Enterprise – Goods and Services
Small Businesses must average gross revenues for the last three (3) years not exceeding $5 million except manufacturers whose number of employees cannot exceed one hundred (100) and wholesalers whose number of employees cannot exceed fifty (50). Located and performing a commercially useful function in Miami-Dade County.

It is designed to provide opportunities for firms that meet the following criteria:
- Must own only one certified Small Business Enterprise – Goods and Services firm.
- Must be an established business for at least one-year.
- Annual renewal of certification required.
The following forms are used in evaluating firms for participation in Miami-Dade County's Small Business Enterprise certification programs. For ease of use, forms should be saved on your personal computer and filled in online prior to printing
- Request New Certification Package
This form needs to be completed by all firms applying for certification for any of the Small Business Enterprise programs. For ease of use, forms should be saved on your personal computer and filled in online prior to printing.
- Small Business Continuing Eligibility Affidavit
Use this form for required Annual Eligibility Review. For ease of use, forms should be saved on your personal computer and filled in online prior to printing.
- Re-Certification Application (new application)
This form is to be used for your recertification which expires after the three-year period.
- Change of Status
Use this form to request changes to current certification status.
- Personal Financial Statement
These forms must be completed and notarized for all New Applications, Re-certification Applications and Annual Continuing Eligibility Affidavits for Small Business Certification. Attachment A must be maintained with your office records, and made available to Small Business Development (“SBD”) when site visits are conducted. Failure to comply with these requirements will result in the non-certification or immediate decertification of your business. Attachment B must be submitted with your application.

Each year Miami-Dade County awards millions of dollars in contracts to firms for procurement of goods and services (items excluding construction and architectural and engineering services). The County reviews procurement projects prior to advertisement for opportunities, of small business participation and places measures for these projects accordingly.
Under the SBE Program, certified Micro Enterprises receive an automatic ten percent (10%) bid preference/selection factor on contracts $50,000 and under. It is required that departments solicit bids or quotes from at least four (4) firms where available (two micro enterprises and two non-certified firms) for contracts of $50,000 and under.
County departments are required to expend at least 10% of the total value of contracts $100,000 and under with small business enterprises. On contracts that exceed $100,000, SBEs participate through set-asides, subcontractor goals, bid preferences or selection factor.
In order to do business with Miami-Dade County firms must be registered vendors. Vendor applications may be obtained from the Procurement Management Services Division. In order to participate on County procurement projects fulfilling Small Business Enterprise measures, a firm must be certified in the appropriate category as well.Back to Top
