Architectural & Engineering Contracts Awards/Payments
This report represents all Architectural & Engineering contracts awarded and/or paid by Miami-Dade County for the last 3 years. This report is run on a weekly basis.
Cone of Silence
The Cone of Silence Report lists all of the contracts affected by the County's Cone of Silence ordinance and show the dates during which the Cone of Silence is to be in effect.
It is the policy of Miami-Dade County that a “Cone of Silence” be established on all County competitive selection processes including:
Request for Proposals (RFPs),
Requests for Qualifications (RFQs), and
Bids for the provision of goods and services.
The Cone of Silence prohibits any communication regarding a particular RFP, RFQ or bid solicitation after they have been advertised. This Cone of Silence is designed to protect the professional integrity of the procurement process by shielding it from undue influences prior to the recommendation of contract award.
It establishes a disciplinary and/or penalty process for those who violate the Cone of Silence.
The Cone of Silence is terminated at the time when the County Manager issues a written recommendation to the Board of County Commissioners, or at the time when the issuing department issues its written recommendation to the Manager when the award is within the Manager’s delegated authority.
Small Business serves as the coordinator for contractor debarment proceedings in accordance with Section 10-38 of the Miami-Dade County Code and Ordinance 00-18.
The Contractor Debarment Report lists all contractors that have been debarred from participating on County projects. The Report provides the names of the debarred firms and/or officers, the initiating County department, the grounds for debarment, and the debarment period. Contractors are removed from the Report upon the expiration of the debarment period. The Report is updated monthly.
Goal Deficit Report
This report lists those firms that have not fulfilled the measures on contracts as approved by the Board of County Commissioners. The Department of Small Business Development (SBD) is responsible for monitoring awarded contracts for compliance with the following programs: Community Small Business Enterprise (CSBE), §10-33.02 Code of Miami-Dade County; Community Business Enterprise (CBE), § 2-10.4 Code of Miami-Dade County; and the Small Business Enterprise (SBE), §2-221 through §2-228 Code of Miami-Dade County. Pursuant to the ordinances, contractors that fail to achieve the measures on contracts must make up any deficits in measures on future County work. The make-up amount is equal to double the dollar value of the deficiency. These ordinances require make ups be made a condition of any new award.
On June 2, 2009, the Miami Dade County Board of County Commissioners adopted Ordinance No. 09-41 amending the Community Small Business Enterprise (CSBE) program, §10-33-02 of the Code of Miami Dade County, to require a contractor with a pending CSBE make-up to submit a make-up plan and corresponding Schedule of Intent Affidavit (SOI) as part of any bid or proposal submitted for future contracts at the time of bid or proposal submittal. The SOI must identify all CSBEs to be utilized to meet the first tier subcontractor goal and the trade designation of work each firm will perform in satisfaction of the make-up, in addition to any other goals that may be applicable. A contractor that fails to include the required SOI with its bid or proposal for any future contract shall result in the submittal being deemed nonresponsive.
Lists firms that have had Notice of Violations issued by The Department of Small Business Development for non compliance of a County ordinance on a County project.
This report lists all upcoming Pre-Bid/Pre-Construction Meetings, and is updated on a weekly basis.
Prospective bidders are encouraged to attend Pre-Bid Meetings to ascertain pertinent information regarding the County’s bid process.
Similarly, all prime contractors and/or company representatives are required to attend Pre-Construction Meetings to discuss contractual requirements upon award of a County contract.
Subcontractor/Supplier Listing and Payments Compliance
This reports lists those contractors that have complied with Sections 2-8.1, 2-8.8 and 10.34 of the Code of Miami-Dade County by submitting the subcontractor and payment information for the contracts which they were awarded.
