Through the annual Action Plan process the county solicits applications for proposals to address high priority unmet needs in affordable Housing. For-profit as well as non-profit developers are eligible to participate. All financing using HOME funds is in the form of loans to Board of County Commission approved projects and are subject to underwriting criteria guidelines for HOME funded homeownership and rental projects.
Developers electing to subsidize the price through a partial "buy-down" of the sale price of a unit may do so by transferring the construction financing to the homebuyer as a permanent thereby writing off their liability on the loan.
