Community Development Block Grant (CDBG), The Emergency Shelter Grant (ESG), Rental Rehabilitation Program Income (RR), Housing Development Assistance Grant Program Income (HODAG), Ship Program, ADDI Program, Surtax Program And The Home Investment Partnership (HOME) Programs
Pursuant to the Housing and Community Development Act of 1974, as amended and with 24 CFR parts 91, et.al. Community Planning and Development Programs: Miami-Dade County has developed its proposed FY 2006 Action Plan and FY 2003-2007 Consolidated Plan. This Consolidated Plan consolidates into a single submission the planning and application aspects of the CDBG Program, the ESG Program, and the HOME Program.
The overall goals of the Consolidated Plan are to strengthen partnership with jurisdiction, to extend and enhance partnerships among all levels of government and the private sector, including for-profit and non-profit organizations, to enable them to provide decent housing, establish and maintain a suitable living environment, and expand economic opportunities to every resident, particularly for very-low-income and low-to-moderate income persons.
The document represents the culmination of an extensively coordinated technical planning process with maximum involvement of citizen advisory groups, county departments, local governments, entitlement cities, and the residents of Miami-Dade County.
FY 2006 Action Plan consists of:
- Federal and other resources
- Description of all activities that will be undertaken in FY 2006 to address priority needs
- Geographic distribution of areas receiving assistance
- Homeless and other special need activities
Other actions to be undertaken in FY 2006 will be to foster and maintain affordable housing; public housing improvements and residents’ initiatives; remove barriers to affordable housing; reduce the number of households with incomes below the poverty lines; develop institutional structures; address obstacles to meeting under served needs and enhance coordination between public and private housing and social service grants.
In FY 2006 it is estimated that Miami-Dade County will allocate the following funding: CDBG, $18,393,123 (including program income of $500,000); HOME, $7,630,000 (including program income of $900,000 and ADDI, $186,254); ESG, $865,000; RR program income $1,558,849; SHIP, $1,892,315; SURTAX, $25,689,850; and HODAG, $4,660,672. Based on previous years of US HUD allocations, this year’s allocation process has been faced with the greatest challenges. Nationally, for the last two years, US HUD has faced severe budget cuts, resulting in a 15% cut for 2005 and 2006 (6% and 9% respectively). In addition to the overall Entitlement reduction, the new City of Miami Gardens has opted out of the Miami-Dade County Entitlement, thus, reducing the County Entitlement by an estimated $2.5 million.
The resources available have been allocated to address the priority needs identified by residents including, but not limited to: affordable housing needs, homeless needs, and non housing community development needs, including public facilities and capital improvements needs, economic development needs, public service needs, and historic preservation needs.
