Miami-Dade County is proposing to make the following amendment and fund housing initiatives for low and low-to-moderate income people. Federal regulations governing the CDBG Program funds require that a participating jurisdiction provide citizens with reasonable notice of, and an opportunity to comment on, any substantial amendments to the FY 2007 Action Plans. Miami-Dade County’s entitlement for FY 2007 is $18,670,347, with program income projected in the amount of $400,000, for a total of $19,070,347. Through this reprogramming, $5,950,463.76, approved by the Board of County Commissioners through resolution # R-802-07 on July 10, 2007 for land acquisition for Affordable Housing.

Miami-Dade County Office of Community and Economic Development 2008 MID YEAR RFA was made available to the public on February 6, 2008; the deadline to submit the application is March 7, 2008 at 4:00 p.m. Category 1 applicants will be awarded a local match commitment for developments meeting threshold requirements for the 2008 Florida Housing Finance Corporation (FHFC) Universal Cycle. Category 2 is intended to provide gap financing to those developments that have been previously awarded public funding, but require a final award to bring affordable housing developments to fruition. Finally, the County will accept requests only from developers who submitted applications during the regular 2008 RFA cycle, which occurred last June, but were either partially funded or not funded due to funding constraints. Only rental developments and counseling services will be considered. These applicants should apply for category 3 funding. Applications must be delivered to the Clerk of the Board of County Commissioners on the 17th floor, Stephen P. Clark Center, 111 NW 1st Street, by March 7, 2008 at 4:00 p.m.

RFA FY07 Board of County Commissioners (BCC) Allocations by Applicant

CDBG Disaster Recovery Plan Initiative
As a result of Hurricane Katrina and Wilma, Congress appropriated $11.5 billion of CDBG funding, in the Military Construction Appropriations and Emergency Hurricane Supplemental Appropriation Act, to five states for disaster relief, long term recovery, and the restoration of infrastructure related to these storms.

In order to provide appropriate program benefits to those who most need assistance, the low- and moderate-income persons in Miami-Dade County, the Office of Community and Economic Development (OCED) invites potential and active sub-recipient agencies to submit their funding request throught the proper downloadable Request Forms.
Proposed FY 2006 Action Plan and Funding Recommendations
The resources available have been allocated to address the priority needs identified by residents including, but not limited to: affordable housing needs, homeless needs, and non housing community development needs, including public facilities and capital improvements needs, economic development needs, public service needs, and historic preservation needs.
