Proposed Miami-Dade County's CAPER FY2010 Available Now! -The proposed draft of the FY 2010 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) Programs will be available for review and public comment from March 14, 2011 to March 25, 2011 from 8:30 a.m. to 5:00 p.m. at the Miami-Dade Department of Housing and Community Development. The Miami-Dade County Plan for Neighborhood Stabilization Program 3 (NSP3) is available for public comment - The primary objective of this HUD Program is the development of stable urban communities characterized by the provision of decent housing, a suitable living environment, and expanding economic opportunities for individuals/households having low, moderate and middle incomes. While the NSP3 Program's intent is to principally benefit low-, moderate- and middle-income persons, each activity must specifically address only one of the three (3) National Objectives: 1) to benefit low-, moderate- and middle-income persons, at or below 120% of area median income.
The resources available will be allocated to address the target areas in the County within eligible census tracks and block groups that can best demonstrate an impact and leverage these funds to the greatest extent possible. The Plan lists the activities for funding to address areas of greatest need and is available at the Miami-Dade County Department of Housing and Community Development (HCD), located at 701 NW 1st Court, Miami, FL 33136, 14th Floor, until Close of Business February 14, 2011.
HCD encourages residents of Miami-Dade County to express their comments regarding the proposed Plan in writing to Rowena Crawford, Assistant Director, Miami-Dade County Department of Housing and Community Development at 701 NW 1st Court, 14th floor, Overtown Transit Village Building, Miami, Florida 33136. Written comments on the Plan must be received by and will be accepted until Close of Business Monday, February 14, 2011. - See the plan
Update - Consolidated Request For Application (RFA) FY 2011 - On January 12, 2011 the Department of Housing and Community Development published the scores of agencies which applied to the 2011 Consolidated Request For Applications (RFA) for funding of activities in 2011. Applicants are now being advised that on January 28, 2011 between the hours of 9:00 a.m. and 4:00 p.m. agencies will have the opportunity to review the score on their application, at the Department of Housing and Community Development, Overtown Transit Village, 701 NW 1st Court, 14th Floor, Miami, FL 33136. The Miami-Dade County Department of Housing and Community Development has completed the evaluation of applications to the Department's 2011 Consolidated Request For Applications (RFA) for the award of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grant (ESG) and the State Housing Initiatives Partnership (SHIP) program funds. Applications were evaluated in four (4) categories: a) Economic Development; b) Public Facilities; c) Housing and d) Homeless. The results of these evaluations and the ranking of applications have now been released for review by all applicants and the general public; only applications which have received an average score of 45 and above will be considered for funding. - The Public Hearing for the Proposed FY 2011 Consolidated Planning Policies is scheduled for September 15, 2010 before the Housing and Community Development (HCD) Committee at 9:30 a.m. at the Board of County Commission Chambers. The public hearing was originally scheduled for May 12, 2010 but was deferred to June 9, 2010 and again to July 14, 2010 by the HCD Committee, at which time the item was rescheduled to September 15, 2010 due to lack of quorum. The County's Florida Homebuyer Opportunity Program (FLHOP) for 2009 -- 2010, which is supported through State Housing Initiative Partnership (SHIP) Program funds, has been automatically extended as a result of the November 6, 2009 extension of the federal First Time Homebuyer Tax Credit (FTHBTC) Program. The extension will enable homebuyers that executed contracts on homes on or prior to April 30, 2009 and that close on their homes on or by June 30, 2010 to apply for the tax credit. The Florida Legislature restricts FLHOP funds only to first time homeowners that have income limits of $75,000 for persons filing single tax returns and $150,000 for persons filing joint tax returns. Miami-Dade County is proposing the following amendment to its $16.1 million allocation of Community Development Block Grant 2005 Hurricane Disaster Recovery Initiative (CDBG-DRI) funds from the Florida Department of Community Affairs (DCA). The Board of County Commissioners approved the original CDBG-DRI allocations on November 28, 2006 through Resolution #R-1292-06. Federal regulations for that grant require that the County give its citizens reasonable notice of substantial amendments to its FY 2005 CDBG-DRI Plan and the opportunity to comment on such changes. Through the proposed amendment, the County will reprogram $750,000 to qualified participating jurisdictions to restore housing damaged by Hurricane Katrina

On December 5, 2009 in the Miami Herald, a Public Hearing was rescheduled to January 13, 2010 at 9:30 a.m. before the Housing and Community Development Committee (HCD), at the Board of County Commission Chambers located on the second level of the Stephen P.
