2009 Commercial Revitalization Program (CRP) RFA :: The Department of Housing and Community Development is announcing the availability of approximately $500,000 in Community Development Block Grant (CDBG) funds for the 2009 Commercial Revitalization Program. The program is designed to assist in the commercial redevelopment of properties located in Miami Dade County’s State Enterprise Zone, Federal Enterprise Community-Empowerment Zone, Neighborhood Revitalization Strategy Areas (NRSAs), Eligible Block Groups and Designated Targeted Urban Areas. Awarded recipients can receive grants of up to a maximum $100,000 per property to improve the facades and open space of commercial facilities located in low to moderate-income neighborhoods. Applications are available from Monday, March 30, 2009 to Monday, April 20, 2009 for both pick up and for downloading only on our website. Housing Subsidy Lottery :: Miami-Dade County and the Department of Housing and Community Development are pleased to announce the results of the November 18, 2008 Housing Subsidy Lottery drawing. On September 30, 2008, Miami-Dade County became aware that it will receive through the U.S. Department of Housing and Urban Development $62.2 million in funds from the Neighborhood Stabilization Program (NSP). That program will address the needs of those areas within Miami-Dade County that have been most seriously affected by the current mortgage foreclosure crisis. The Board of County Commissioners reviewed the status report on the County’s Neighborhood Stabilization Program on October 21, 2008. The report, which may be accessed through the following link, describes not only those areas of greatest need within Miami-Dade County but also those activities that will be eligible for funding through that initiative. HCD is announcing the availability of funds for the Brownfield Economic Developement Initiatives (BEDI) Revolving Loan Fund and the Community Development Revolving Loan Fund (CDRLF), both loan funds are funded with US HUD federal funds. The Brownfield Economic Development Initiatives Revolving Loan Fund is funded with Section 108 loan guarantee funds. Loans are available to remediate and redevelop areas designated as Brownfield sites. Eligible applicants can receive loans of 50% of project costs, up to a maximum loan amount of $500,000. Community Development Revolving Loan Funds are funded with Community Development Block Grant (CDBG) funds. Miami-Dade County has received $16,119,191 of Community Development Block Grant Disaster Recovery funds from the State of Florida’s Department of Community Affairs for storm related repairs to housing damaged by Hurricane Katrina. Homeowners may be eligible for the services provided through those funds if their household incomes are less than or equal to 80% of the Area Median Income (AMI) for Miami Dade County, if their homes have unaddressed damages from those storms, and if the damages cannot be addressed through FEMA funding. Homeowners must also demonstrate that the amount of damage repair assistance from other sources, such as insurance, has been insufficient to address the required repairs. Miami-Dade County is proposing to make the following amendment and fund housing initiatives for low and low-to-moderate income people. Federal regulations governing the CDBG Program funds require that a participating jurisdiction provide citizens with reasonable notice of, and an opportunity to comment on, any substantial amendments to the FY 2007 Action Plans. Miami-Dade County’s entitlement for FY 2007 is $18,670,347, with program income projected in the amount of $400,000, for a total of $19,070,347. Through this reprogramming, $5,950,463.76, approved by the Board of County Commissioners through resolution # R-802-07 on July 10, 2007 for land acquisition for Affordable Housing.

Miami-Dade County Department of Housing and Community Development 2008 MID YEAR RFA was made available to the public on February 6, 2008; the deadline to submit the application is March 7, 2008 at 4:00 p.m. Category 1 applicants will be awarded a local match commitment for developments meeting threshold requirements for the 2008 Florida Housing Finance Corporation (FHFC) Universal Cycle. Category 2 is intended to provide gap financing to those developments that have been previously awarded public funding, but require a final award to bring affordable housing developments to fruition. Finally, the County will accept requests only from developers who submitted applications during the regular 2008 RFA cycle, which occurred last June, but were either partially funded or not funded due to funding constraints. Only rental developments and counseling services will be considered. These applicants should apply for category 3 funding. Applications must be delivered to the Clerk of the Board of County Commissioners on the 17th floor, Stephen P. Clark Center, 111 NW 1st Street, by March 7, 2008 at 4:00 p.m.

As a result of Hurricane Katrina and Wilma, Congress appropriated $11.5 billion of CDBG funding, in the Military Construction Appropriations and Emergency Hurricane Supplemental Appropriation Act, to five states for disaster relief, long term recovery, and the restoration of infrastructure related to these storms.
