Miami-Dade County's Charter Review Task Force to Discuss the Home Rule Charter

Miami-Dade County’s Charter Review Task Force will hold its second meeting on Monday, July 23, 2007 at 10:00 a.m. at the Stephen P. Clark Government Center located at 111 N.W. 1st St. Miami, Fla. in conference rooms 18-3 and 18-4.

As first order of business, the Task Force will discuss a Board of County Commissioners resolution which directs it to review whether the property appraiser, tax collector, sheriff, or supervisor of elections should be elected positions subject to recall by Miami-Dade County voters. The Task Force has invited Broward County’s elected Sheriff Ken Jenne, Supervisor of Elections Dr. Brenda C. Snipes and Property Appraiser Lori Parrish to advise on the benefits of elected positions, as well as requested the County Manager to provide input.

"This year we celebrate the 50th Anniversary of the adoption of Miami Dade County's Home Rule Charter. Our goal as a Task Force is to re-examine the Charter to make sure that it provides for the most efficient, responsive and ethical form of local county government. Where possible, we will make recommendations to improve upon the current structure,” said Task Force Chairman, attorney Victor M. Diaz, Jr.  “As Chair, I have encouraged the Task Force members to think critically, creatively and broadly about the issues that confront County government. It is my sincere desire that this process will be a constructive and productive one.  The two million plus residents of Miami-Dade County deserve and expect no less."

On April 24, 2007, the Miami-Dade Board of County Commissioners adopted a resolution creating the Charter Review Task Force. The Task Force is comprised of 21 members including the Mayor and each Board member or his/her designee, as well as designees from the four largest municipalities (Miami, Hialeah, Miami Gardens and Miami Beach) and three from the Miami-Dade League of Cities. The Task Force is charged with reviewing the Charter and submitting to the Board of County Commissioners recommendations setting forth any proposed amendments or revisions to the Charter.

The Miami-Dade County Home Rule Charter was adopted in 1957 -- essentially becoming the "constitution" for Miami-Dade County. Section 9.08 of the Home Rule Charter requires that the Board review the Charter at least once every five-year period to determine whether or not there is a need for revision of the Charter.
