CITT Member Biographies

The Honorable Anna E. Ward, Ph.D.
A product of Miami Dade County Public Schools, Miami Dade College and Florida International University, Dr. Ward holds the Doctor of Philosophy from International Seminary, Plymouth, Florida.  Her background includes more than 25 years of local, state and federal government experience and fifteen years as an Adjunct Professor and administrator at Miami Dade College. Dr. Ward is the First Vice Chairperson of the Transportation Trust.

Dr. Ward's interest in the Transportation Trust draws upon her direct exposure to the planning, development, and operational transportation system in Dallas, Texas, and the user-friendly, people-sensitive transportation system in Washington, D.C.  Likewise, Dr. Ward understands and appreciates the mobility concerns of major metropolitan centers and the necessity for interconnectivity with suburban areas, and is a proponent of multi-level transportation planning, pedestrian/vehicular safety, transit-oriented development, and state-of-the-art transit systems that meet current and future mobility needs of people.

A trained city manager by profession, Dr. Ward is a former Mayor of the Village of El Portal, Assistant City Manager  in Opa-locka, Florida and Emporia, Virginia, a Special Projects Coordinator for the City of Hallandale Beach, Florida, and former President/CEO of the Martin Luther King Economic Development Corporation. Added to her experience is service as a state lobbyist in Virginia and Texas and while in Dallas, she served as president of the North Texas Chapter, Conference of Minority Public Administrators-American Society of Public Administration (COMPA-ASPA).  On return to her native state, Dr. Ward served five years on the Miami Dade Economic Advocacy Trust (formerly the Metro-Miami Action Plan Trust), ending her tenure as Vice Chair for Community and Economic development.

Dr. Ward, a military veteran, was appointed to the Trust from Commission District 3.
