Community Outreach PDF

  • Communication and Community Outreach
    The Transportation Trust should enhance its community outreach efforts and develop a comprehensive, positive, proactive and expanded multi-media community outreach and communications program that will inform the public about the Transportation Trust and tell the full story about the history, challenges and many positive advancements and achievements of the Trust, and the Trust's continued progress in fulfilling its oversight role and in meeting Miami-Dade County's transportation needs through projects funded in whole or in part with Surtax funds. The Transportation Trust should, as part of the Community Outreach Initiative, focus on the future of public transit and transportation in Miami-Dade County and the positive and proactive role of the Trust in achieving that future.
  • Membership Recruitment
    The Transportation Trust should initiate a membership recruitment campaign that is both broad in its outreach to the general community and targeted in its outreach to community and business leaders.
  • Transportation Summit
    The Transportation Trust should participate as a partner in the Second Annual Transportation Summit.
  • Community Organization Coordination
    The Transportation Trust should enhance it's efforts to coordinate with Miami-Dade County as well as with other important transportation and community groups such as the Citizens Transportation Advisory Committee of the MPO and the Transportation Executive Committee of the Greater Miami Chamber of Commerce.

Project and Financial Review PDF

  • Contract Review
    The Transportation Trust should be prepared to review a broader range and potentially higher volume of contracts. The Transportation Trust should work cooperatively with the County and Board of County Commissioners to establish contract review thresholds and to change the order of contract review.
  • Budget and Performance Reviews
    The Transportation Trust should enhance its review process to include performance reviews of operating and capital expenditures of surtax funds in order to ensure that performance standards are being achieved and that capital equipment is being operated and maintained in accordance with industry standards.
  • Major Capital Investment Project Reviews
    The Transportation Trust should enhance its review of major capital projects in order to ensure that these investments, such as the MIC/Earlington Heights Connector, are completed on time and within budget. This is essential to maintaining public trust and confidence that surtax funds are being spent properly and efficiently.

  • Innovative Financing
    The Trust's efforts should assist in the research, analysis, development and advocacy, in cooperation with the County, of creative and innovative funding and financing solutions to increase future capital and operating fund availability for transit improvements.
  • MDT Pro-Forma
    Reinitiate the annual review and analysis of the Miami-Dade Transit Pro-Forma focusing on intermediate and long term funding resources for transit operations and maintenance.
  • Financing of Tri-Rail
    The Transportation Trust should initiate cooperative efforts to stabilize funding for Tri-Rail in support of High Speed Rail initiatives Reinitiate the annual review and analysis of the Miami-Dade Transit Pro-Forma focusing on intermediate and long term funding resources for transit operations and maintenance
  • New Capital Projects
    The Trust should develop a process for the identification and development of new capital projects to be funded with the 10% Capital Expansion Reserve Fund.
  • CITT Fund Financial Management
    The Transportation Trust should continue to prioritize and enhance its financial management capabilities to ensure that surtax funds are fully and properly accounted for and managed by the respective user groups.

Municipal Liaison PDF

  • Partnerships
    The Transportation Trust should enhance partnership opportunities between municipalities and between municipalities and Miami-Dade County Transit and Public Works.
  • Policy and Program Guidance
    The Trust should establish a more formal mechanism of developing, recording and disseminating policy and program guidance.
  • New Municipalities
    Facilitate a cooperative solution that will enable the receipt of surtax funding for the new municipalities of Cutler Bay, Doral and Miami Gardens.

    The Trust should develop an enhanced and prioritized audit program and schedule in order to ensure that surtax funds are being expended properly.
