Requirements for Water Conservation Planning, Implementation and Reporting by Wholesale Customers

The Miami-Dade County Water and Sewer Department (WASD) requires wholesale customers to have Water Conservation Plans under the Conserve Florida Program, a web-based tool provided by the Department of Environmental Protection. This tool allows WASD to consolidate the Water Conservation Plans of the wholesale customers and combine them with the Plan or Annual Report for reporting to the South Florida Water Management District.

This is a strategic advancement in water conservation effectiveness because agencies historically wholesale water to municipalities and are typically ultimately responsible for the implementation of water conservation measures and best management practices and general demand management that are required by the Water Use Permits.

The Miami-Dade Board of County Commissioners adopted Ordinance 06-177 establishing that a goal-based Water Conservation Plan shall be submitted to WASD. The plan shall be updated for the County's approval every five years and annual reports shall be filed with WASD within two months following the previous year's implementation.
