In order to provide non emergency services you must first obtain a Non Emergency Certificate of Public Convenience and Necessity. Chapter 4, Article III of the Miami Dade County Code defines this type of transportation as transportation of persons on stretchers or using wheelchairs, or whose handicap, illness, injury or other incapacitation makes it impractical to be transported by a regular common carrier such as bus or taxicab service, and neither need nor expect to need medical attention in route to their destination. Vehicles are modified and equipped for wheelchairs or stretchers.
Why is this necessary?
It is necessary to license and regulate providers of non emergency transportation services in Miami-Dade County to assure the passengers, as well as others utilizing the streets of Miami-Dade County, that the vehicles are fit and their operators and chauffeurs are competent to provide such service.
How long does it take to process the application?
The application is reviewed for compliance with the regulations of the Code of Miami-Dade County which requires, among other things, that the applicant passes a background check including scrutiny of financial and criminal record history. It will take between three (3) and six (6) months from the time you apply to the time your application is considered for approval by the Board. There is a two-step review process for your application. Once it is accepted, an agenda item will be prepared for submission to the Board of County Commissioners. Please be aware that there is a schedule of available meetings, that there is a required 20-day notice for the public hearing and that the application will also be reviewed by a sub-committee of the Board prior to being placed before the full Board of County Commissioners. This will be a public hearing at which the public can comment. At the conclusion of the hearing, the Board will vote on the application. You will be notified of the date and time of this meeting.

Certificates are valid for one year. The Non Emergency Certificate of Public Convenience and Necessity cycle runs from January 1 to December 31 of the calendar year. Certificate renewal forms are mailed to the operator a minimum of 60 days prior to the expiration of the certificate. Transfers of certificates must be approved by the Board of County Commissioners.
What other permits are needed before I can start work?
You will need an Occupational License issued by Miami-Dade County. Depending on where the company is located, you may also need a municipal license. Furthermore, prior to beginning operations, vehicles must obtain valid inspection and operating permit decals issued by the CSD Vehicle Inspection Station. Drivers of these vehicles must each have a valid chauffeur registration.
