    Resolution Establishing A Policy For Miami-Dade County Favoring Waste-Reduction, Environmentally-Based Promotional Activities And The Purchasing Of Commodities Containing Recycled Or Recyclable Content (R-374-03)

    In April 2003, Resolution R-374-03 was passed, reestablishing the Recycling Management Committee (originally established in 1992 by Resolution 214-92) as the Miami-Dade Resource Conservation Committee under the Department of Environmental Resources Management.  This Resolution accomplished several things.

    • It reaffirmed the County's commitment to waste reduction and recycling, in an effort to reduce the solid waste stream.
    • It reaffirmed the County's commitment to "closing the loop" through the purchase of recycled content materials, in an effort to stimulate the demand for recycled-content products.
    • It broadened the Committee's mission to include the promotion and facilitation of Environmentally Preferable Purchasing of products and services.  This is otherwise known as EPP, and is defined as the purchase of "...products or services that have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose..."

    The CDMP states, in part, that "...the County shall provide for the reduction of per capita production of solid waste by encouraging the use of waste reduction technologies and recyclable packaging materials..." and that "...the County shall promote the establishment and expansion of markets for products and materials created from recycled wastes through cooperative State and Federal efforts, County purchasing policies, and by encouraging the purchase of such products by County vendors, clients, and citizens..."
    By working cooperatively together, each and every Miami-Dade County employee can make a difference and help the County reach these goals.

    Original Resolution of 1992 (R-214-92)
    The Recycling Management Committee was created in 1992 pursuant to Resolution No. R-214-92, which also established “a procurement policy for Metropolitan Dade County favoring waste-reduction and implementing a program to purchase commodities containing recycled or recyclable content.” This resolution was passed in order to facilitate meeting and exceeding the mandates of the Florida Solid Waste Act of 1988, which called for a 30% reduction in the solid waste stream by 1994, as well as Florida Statute 403.7065, which states in part “…any State agency or agency of a political subdivision of the State which is using State funds…is required to procure products or materials with recycled content when those products or materials are available at reasonable prices.” The Committee was chaired by the Director of GSA Procurement Management or a designee, and was comprised of representatives from “departments most affected by the recycling program.” The primary responsibility of the Committee has been to promote recycling to County Departments, facilitate Departments’ recycling activities, and assist GSA Procurement Management in promoting the “use of waste-reducing products, recycled products and recyclable products.”
