Refrigerant Sales Restrictions in Miami-Dade County
Sale of refrigerants containing Chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs) and their blends are restricted to U.S. Environmental Protection Agency (EPA) certified technicians. In addition to the federal regulations, all state and local regulations are also applicable.
In Miami-Dade County, the following rules govern the sale and purchase of refrigerant products:
- The sale of regulated refrigerants is prohibited in containers less than 20 pounds in size.
- A valid Stratospheric Ozone Protection Annual Operating Permit (APCF) is required for the sale of any regulated refrigerant.
- A valid Stratospheric Ozone Protection Annual Operating Permit and an EPA technician certification are required for the purchase of any regulated refrigerant.
- For automotive air conditioning use only, entities can purchase refrigerant R-12 and its blends using a valid Industrial Waste Annual Operating Permit (IW5) issued for the operation of automotive repair and maintenance facilities, if the permit contains the permit condition on the second page that reads as follows:
"This Permit Also Authorizes The Permittee To Purchase Refrigerant
R-12, Contingent Upon Proof That The Permittee Has Obtained Federal Environmental Protection Agency Approved Technician Certification For Refrigerant Recovery In Automobile Air Conditioners." - Record keeping of purchasing and sales as well as recovery and recycling is required to meet all Federal, State and County Regulations.
