The Urban CO2 Reduction Program was established in 1993 to address the potential threat posed by Global Warming. The goal of the program is to reduce Carbon Dioxide (CO2) emissions levels by 20% below 1988 levels by the year 2005. This will be accomplished through the implementation of strong energy conservation measures and the use of other energy alternatives.
The goals of the program are:

Identification, development and implementation of projects that will result in the voluntary efforts of businesses and government facilities to conserve and efficiently use resources.

Identification, development and implementation of projects that will educate and provide appropriate tools to the public to conserve resources and protect the environment.

Identification, development and adoption of public policies that will promote and result in the development of a sustainable community. Examples of these initiatives include Smart Growth Development, Transit-Oriented Development, Green Buildings, and the use of alternative fuels for energy and vehicles.
