Intake screening and assessment must be performed and prioritization is based on risk institutionalization, as mandated by the Florida Department of Elder Affairs.

Usual eligibility for personal care is the inability to perform two or more activities of daily living.

Usual eligibility for homemaker services is the inability to perform three or more instrumental activities.
