(Miami-Dade County, FL) -- Miami-Dade County Commissioner Barbara J. Jordan paid tribute to an outstanding employee in the Internal Services Department who uncovered fraud. Last Thursday, Commissioner Jordan presented Rita Guerra with a Certificate of Appreciation for her honesty, loyalty and dedication, when she identified fraudulent bonds held by a company which did business with Miami-Dade County.
“So often we hear about the bad things that County employees do,” said Commissioner Jordan. “We never seem to hear about the outstanding services that the employees provide to this community on a daily basis.”
Guerra, who is a Contracting Technician in the Procurement Division, is responsible for reviewing insurance documents for accuracy and compliance. During the course of her workday, Guerra uncovered paperwork that raised a red flag. Her keen eye identified fraudulent Bid Bonds and Performance Bonds from a janitorial company. This required immediate action since the bonds are required on certain contracts to protect the County’s interest and guarantees the vendor’s intent to enter into a contract with the County and the satisfactory performance or completion of the contract terms.
“The Office of the Inspector General got involved and investigated the matter,” said Commissioner Jordan. ”The Inspector General recommended termination of the County’s contractual relationship with the vendor.”
According to County administration, seven out of the 10 bonds submitted by this vendor were found to be fraudulent, dating back as far as 2006. As a result, that company is now facing debarment.
