Sorenson Testifies at Florida Finance and Tax Committee Meeting


(Miami-Dade County, FL) -- 
Today, Miami-Dade County Commissioner Katy Sorenson testified at the Florida House of Representatives Finance and Tax Committee Property Tax Workshop in Tallahassee. She urged Florida's lawmakers to enact legislation changing the Florida Constitution to give relief to older homeowners who want to downsize. If passed as a constitutional amendment, Sorenson's proposal would allow homeowners to take their property assessment with them one time as they move to a property of equal or lesser size and value.

"There are many homeowners who would like to downsize but feel trapped because a move to another property will cause their ad valorem taxes to be significantly higher," Sorenson said.  "For some families, moving into a smaller property now that their needs have changed could actually cause their taxes to double, triple, or even quadruple."

Currently, under the Save Our Homes provision of the constitution, the assessed value of a homesteaded property cannot rise more than three percent per year.  This has protected many homeowners from astronomical increases in their property taxes over the last several years. The unintended consequence has been that many feel stuck in their homes.

"This one-time portability for those over fifty-five and the disabled would specifically target the group most adversely affected by Save Our Homes" according to Sorenson.

Two bills have been put forth, one in the House by Marcello Llorente, the other in the Senate by Burt Saunders, with proposals similar to Sorenson's. Additionally, there are several other bills that expand portability to a wider range of homeowners. Sorenson believes that these proposals go too far and would simply encourage movement, rather than specifically encouraging downsizing.

"We need to be surgical in our solution to the problem," Sorenson said.  "My carefully tailored proposal will help those who are stuck move into a home that will meet their needs and free up larger homes for families who want to move up.  Everybody wins."
