(Miami-Dade County, FL) -- Commissioner Dennis C. Moss honored four young men on June 19 at the County Commission Chambers for a rescue effort off of Boca Chita Key in Biscayne National Park on April 19, 2008. A group of five friends were celebrating 20-year-old Robert Richardson’s birthday by fishing and diving. Robert and his brother David Richardson, 16, who are both SCUBA certified and experienced freedivers, completed a 90-foot freedive while their friends fished nearby in a 22-foot boat. David blacked out about 30 feet below the surface, prompting Robert to dive back down without getting more air to help his brother. Robert managed to carry his brother to the surface before he too became unconscious.

Upon seeing the brothers face down in the water, their three friends immediately went into action. Carson Williams, 20, a certified fire fighter, EMT, and paramedic-in-training, dove into the water with 16-year-old Nicholas Bravo toward the pair. Charles Howard, 15, navigated the boat closer to the boys and helped Williams and Bravo pull the brothers onboard to begin resuscitating them. They radioed the Coast Guard for help, who responded to the scene and transferred the brothers via helicopter to Baptist Hospital. The brothers made a full recovery.
Commissioner Moss recognized Robert, Carson, Nicholas, and Charles for their quick thinking and bravery that ultimately saved lives.
“This could have very well become a tragedy if not for the courage and loyalty of these young men,” noted Commissioner Moss. “They truly deserve to be commended for their selfless efforts to save their friends.”
