Certification Process
Small Business Enterprise Program
This unit is the starting point for participation in Miami-Dade County's Business Enterprise Certification programs. The unit processes all Applications for certification and re-certification including the Community Business Enterprise (CBE) Program for Architecture and Engineering (A&E), Surveying and Mapping Professional Services, Community Small Business Enterprise (CSBE) Program for construction services and Small Business Enterprise (SBE) for goods and/or services.
Community Business Enterprise (CBE) Program
This program is a gender/race neutral program for Architectural & Engineering contracts. It is designed to provide contracting opportunities for firms that meet the following criteria:

Average Gross Revenue for last 3 years does not exceed $4.5 million for architectural services. 3 yr. average gross receipts cannot exceed $6 million for engineering, surveying and mapping services, and landscape architecture services.

Located and performing a commercially useful function in Miami-Dade County.

Qualifier must own at least 25% of the certified firm's issued stock.

Owner can have only one CBE certified firm.

Annual renewal of certification required.
Community Small Business Enterprise (CSBE) Program
This program is a gender/race neutral program specifically for firms that are defined as independent construction companies that meet the following criteria:

Located and performing a commercially useful function in Miami-Dade County.

Not exceeding 3 year average gross receipts of $10 million for general building (NAICS 236/SIC 15), $6 million for heavy construction contractors (NAICS 237/SIC 16), and $5 million for specialty trade contractors (NAICS 238,SIC 17).

Qualifier must own at least 10% of the certified firm's issued stock.

Personal Net Worth does not exceed $1,500,000 for each owner.

Owner can have only one CSBE certified firm.

Annual renewal of certification required.
Micro/Small Business Enterprise (Micro/SBE) Program
This program is a gender/race neutral program for procurement contracts. It is designed to provide contracting opportunities for firms that meet the following criteria:
- Average gross revenues for last three (3) years not exceeding $2 million except manufacturers whose number of employees cannot exceed fifty (50) and wholesalers whose number of employees cannot exceed fifteen (15).
- Located and performing a commercially useful function in Miami-Dade County.
Must own only one Micro/SBE firm. - Must be an established business for at least one-year.
- Annual renewal of certification required.
Small Business Enterprise (SBE) Program
Average gross revenues for the last three (3) years not exceeding $5 million except manufacturers whose number of employees cannot exceed one hundred (100) and wholesalers whose number of employees cannot exceed fifty (50). Located and performing a commercially useful function in Miami-Dade County.

Must own only one certified SBE firm.

Must be an established business for at least one-year.

Annual renewal of certification required.
Local Developing Business (LDB)
This program is a gender/race neutral program for small businesses that have non-exclusive permits to provide general aeronautical services to commercial airlines and aircraft operators at Miami International Airport.
- Located and performing a commercially useful function in Miami-Dade County or be at least 51% owned by a person or persons who reside in Miami-Dade.
- Not exceeding 3 year average gross receipts of $22,410,000
- Must possess the required licenses to do business in Miami-Dade County.
- Annual renewal of certification required.
Federal Program
Disadvantaged Business Enterprise (DBE)
Disadvantaged Business Enterprise is a federal program that ensures equal opportunity in transportation contracting markets, addresses the effects of discrimination in transportation contracting, and promotes increased participation in federally funded contracts by small, socially and economically disadvantaged businesses, including minority and women owned enterprises. Miami-Dade County is a Unified Certification Program member and processes applications for DBE certification.
