Fundamental to the Department of Procurement Management’s mission is the purchase of goods and service through full and open competition. The Purchasing Division supports this mission by promoting transparency in the award of County contracts, analyzing and challenging barriers to competition, and providing leadership and guidance to departments in all matters of competitive sourcing. The division also participates in developing advance acquisition strategies; identifying organizational, policy, process, or procedural impediments to competition and recommending corrective actions. The Purchasing Division is comprised of four operational units – the Competitive Acquisition (CA) Unit, the Request for Proposal (RFP) Unit; the Bids and Contracts (B&C) Unit; and the Transit Unit.
These four Units function in a seamless manner, ensuring responsive, value added service to County departments. All processes and methodologies are constantly reviewed and shall evolve continuously for efficiency and appropriateness. The ultimate purpose of the Purchasing Division is to ensure continuity of supply and service; reduce the number of noncompetitive acquisitions to a justifiable few; provide timely and professional assistance to County departments regarding the development of competitive proposals; effectively negotiate contract terms, conditions and price; and promote equity and transparency in County procurement.
