Municipalities, non-profits and other non-County agencies that wish to access Miami-Dade County contracts must complete a Joint Purchase and Entity Revenue Sharing Agreement . Once approved, this Agreement allows non-County agencies to access Miami-Dade County contracts, benefiting from contract pricing, terms and conditions. Approved agencies would also be eligible to share in the collection of User Access Program (UAP) fees for contracts established with the inclusion of UAP language. Numerous municipalities/agencies have partnered with Miami-Dade County to utilize the advantageous terms and conditions negotiated by DPM. User Access Program
The User Access Program (UAP) allows for a two percent (2%) discount on prices, collected through a deduction on vendor invoices for newly established contracts, negotiated modifications of existing contracts, including renewals. The UAP applies to purchases by County departments; other governmental, quasi-governmental and not-for-profit entities accessing DPM issued UAP Eligible Contracts. Included in the UAP, are one-time, term, blanket and pool contracts issued by DPM, and the contracts of other jurisdictions accessed by DPM for the County. Revenue generated from the program fund the operations of DPM.
DPM's solicitation documents, as well as pool contract quotes obtained by County departments, shall include UAP language that fully informs bidders/proposers of the UAP. Every effort is made by DPM staff to include the language as a contract modification at the time of renewal of any DPM established contract. Certain funding sources and contracts are designated as exemptions from the UAP.
