Shall the City Charter of North Bay Village Article III, Section 3.07, Subsection C., be amended to provide that commencing with the General Election in November 2, 2004, a Commission member charged with forfeiture of his or her office shall be entitled to a Public Hearing on demand and notice of such hearing shall be published in one or more newspapers of general circulation in the City at least one week in advance of the hearing?

Shall the City Charter of North Bay Village Article III, Section 3.07, Subsection D., be amended to provide that commencing with the General Election in November 2, 2004, any vacancy for the position of Mayor shall be filled by the vote of the majority of the remaining members of said Commission?

Shall the City Charter of North Bay Village Article III, Section 3.07, be amended to provide that commencing with the General Election in November 2, 2004 a new Subsection (D)(a) establishing that the Commissioner or Mayor elected to fill the vacancy as specified in subsection (D) shall serve only the unexpired term of the Commissioner or Mayor whose position became vacant?

Shall the City Charter of North Bay Village Article III, Section 3.07, be amended to provide that commencing with the General Election in November 2, 2004 a new Subsection (D)(b) establishing that the Commissioner or Mayor appointed to fill a vacancy on the commission shall serve only the unexpired term of the Commissioner or Mayor whose position became vacant?

Shall the City Charter of North Bay Village Article III, Section 3.07, be amended to provide commencing with the General Election in November 2, 2004 a new subsection (E) establishing that in the event of the death, resignation, or removal of the Mayor, the Vice Mayor shall commence to serve as Interim Mayor until the Mayor's position is filled by election or appointment?

Shall the City Charter of North Bay Village Article III, Section 3.07, be amended to provide commencing with the General Election in November 2, 2004 a Subsection (E)(a) establishing for the Commission to appoint one of its Commissioners to serve as Interim Vice Mayor and a Commissioner from the Vice Mayor’s vacant district as Interim Commissioner, by a majority vote, when the Vice Mayor becomes Mayor, until election or appointment of a Vice Mayor?

Shall the City Charter of North Bay Village Article III, Section 3.07, be amended to provide that commencing with the General Election on November 2, 2004 a new Subsection (E)(b) establishing that the Commissioner serving as Interim Mayor or Vice Mayor shall serve until the newly elected or appointed Mayor or Vice Mayor is sworn into office. The Interim Mayor, or Vice Mayor, shall return to the position of Commissioner previously held to serve the unexpired term?

Shall the City Charter of North Bay Village Article III, Section 3.07, be amended to provide that commencing with the General Election on November 2, 2004 a new Subsection (F) establishing that in the event of the death, resignation, or removal of the Vice Mayor, the Commission shall, by majority vote, elect one (1) of the Commissioners to serve as Vice Mayor?

Shall the City Charter of North Bay Village Article III, Section 3.07, be amended to provide that commencing with the General Election in November 2, 2004 a new Subsection (G) establishing that if a majority of Commission members are removed, the governor shall make Interim appointments, and the Commission shall call a Special Election as per Section 3.07 D? Such election shall be held in accordance with the previous City Charter.

Shall the City Charter of North Bay Village Article IV, Section 4.01, Subsection F., be amended to provide that commencing with the General Election in November 2, 2004 the City Commission may remove the City Manager by a minimum of four (4) votes in favor of removal?

Shall the City Charter of North Bay Village Article V, Section 5.04, be amended to provide that commencing with the General Election in November 2, 2004 the Mayor and Commissioners shall be and shall remain permanent residents of their respective islands during their respective terms of office, and the Mayor and at-large Commissioner shall be and shall remain permanent residents of any of the said islands during their respective terms of office?

Shall the City Charter of North Bay Village Article V, Section 5.12, be amended to provide that commencing with the General Election in November 2, 2004 the run-off election of the two (2) highest vote getters shall be held 28 days (four weeks) from the date of the general election?

Shall the City Charter of North Bay Village Article V, Section 10.13, be amended to provide commencing with the General Election in November 2, 2004 that the Charter of the City must be reviewed every six (6) years commencing November 2006 and each sixth year thereafter by an Advisory Charter Review Board comprised of at least one representative from each island?
