To the Investment Community:

“Putting the People’s Business First” has been my mission since I was sworn in on October 17, 2000.  We, as a government entity, can make a difference in the quality of life of every County resident.    And together with the members of the Board of County Commissioners and the Mayor, I am carrying out my goals as Chairman of this dynamic commission. These goals are, among others:

• Championing housing initiatives to improve and expand affordable housing for the elderly;
• Addressing one of the County’s most pressing needs of affordable housing by pursuing mixed-use joint development projects through surtax dollars;
• Developing an action plan to address the ever-increasing need for countywide healthcare services for the uninsured by expanding the County’s healthcare delivery system;
• Continuing to work with the federal government to realize the creation of a Regional Homeland Security Training Complex and facility;
• Creating an advisory board/task force to oversee the timely and proper implementation of Building Better Communities Bond Program;
• Developing measures that promote a greater involvement from the Board and the Office of the Chair in the Sister Cities Program.
  

As promised to my colleagues when I was elected as Chairman of this body, I am leading with clarity, brevity, respect and a tremendous sense of cooperation, and will continue to do so through the end of my tenure.   This leadership and clarity of government will give you, the investment community, the confidence to continue to invest in Miami-Dade County through its municipal bonds.

My congratulations to the Finance Department staff for its continued excellence in the preparation of this Annual Report to Bondholders.
