Employee and Community Affairs Division (ECAD)

The Miami-Dade Fire Rescue Employee and Community Affairs Division (ECAD) provides supportive employee and community outreach programs to MDFR employees and the Miami-Dade residents we serve. Employee and Community Affairs outreach includes a Military Support Program, designed to extend assistance to our employees who serve in the Armed Forces, and an expanding MDFR Chaplaincy, offering emotional and spiritual support beyond traditional emergency care to residents and our employees and their families. 
 
In addition, MDFR Critical Incident Stress Management (CISM), as a member of the CISM of Florida Region 11, creates an integrated continuum of care for the emotional health of our employees by increasing critical stress awareness and facilitating the creation of a safer work environment for our own.

ECAD's community outreach efforts are centered on MDFR's award-winning Elder-Links referral program.  The division actively seeks to develop partnerships with civic, business, and faith-based organizations that will maximize our position as a first point of contact and enhance the department's mission of service to the community.

Elder-Links

Elder-Links is a referral-based outreach program with the dual purpose of ensuring that MDFR effectively meets the Florida state mandate to report children and elderly who may be victims of abuse or neglect, and providing a safety net for residents who are having a difficult time accessing resources and/or caring for themselves. 

Through a collaborative effort among MDFR, local hospitals, and other government and community agencies, the program effectively extends the scope of assistance beyond incident response operations for the most vulnerable members of our community. 

Even as this program continues to grow in scope, it has quickly become a successful outreach resource, regardless of the age of the citizen we are serving.

Recovery

Actions taken to return a community to normal or near-normal conditions, including the restoration of basic services and the repair of physical, social and economic damages. Typical recovery actions include debris cleanup, financial assistance to individuals and governments, rebuilding of roads and bridges and key facilities, and sustained mass care for displaced human and animal populations.
