RESOLUTION AUTHORIZING EXECUTION OF AN INTERLOCAL LEASE AGREEMENT WITH THE CITY OF SUNNY ISLES BEACH TO LEASE SPACE IN THE SUNNY ISLES BEACH CITY HALL FOR THE OPERATION OF THE SUNNY ISLES BEACH BRANCH LIBRARY.

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board approves the execution of the interlocal lease agreement between Miami-Dade County and the City of Sunny Isles Beach to lease space in the Sunny Isles Beach City Hall for the operation of the Sunny Isles Beach branch library, in substantially the form attached hereto and made a part hereof; and authorizes the County Manager to execute same for and on behalf of Miami-Dade County, pursuant to the provisions of Chapter 257, Florida Statutes, following their approval by the County Attorney's Office, and subject to proper execution by the City of Sunny Isles Beach.

.. STAFF RECOMMENDATIONS
The Library Department requests approval of an interlocal lease agreement with the City of Sunny Isles Beach to lease, for one dollar a year, space of approximately 8,500 square feet in which to operate a branch library in the about to be constructed Sunny Isles Beach City Hall. The City of Sunny Isles Beach will provide total funding for the construction of the facility which is expected to open sometime in fiscal year 2001/2002. Miami-Dade County will be responsible for the operation of the library, including staffing, furnishing, and materials, which will be part of the Miami-Dade Public Library System. It is estimated that the library will cost approximately $250,000 per year to operate, that the startup collection will cost $400,055, and that furniture and equipment will cost $302,500. The fiscal impact on Miami-Dade County will therefore be $952,555 for the first year of operation and $250,000 per year thereafter.

MANAGER'S BACKGROUND
The City of Sunny Isles Beach is about to construct a new city hall. The Library Department and the County's General Services Administration have worked with the City to design a library which will occupy 8,500 square feet of the fourth floor of City Hall. Since the City is part of the Library Taxing District, it has asked the County's Library Department to operate the library which is expected to open sometime in fiscal year 2001/2002. This interlocal agreement has been approved by resolution of the City of Sunny Isles Beach Commission.
