TITLE
RESOLUTION ESTABLISHING MOTORCYCLE EMERGENCY RESPONSE TEAM AS A PILOT PROGRAM; ACCEPTING DONATION OF 10 BMW MOTORCYCLES DONATED TO THE SPECIAL SERVICES DIVISION OF THE MIAMI-DADE FIRE RESCUE DEPARTMENT; AND DIRECTING COUNTY MANAGER TO INCLUDE ADEQUATE FUNDING FOR MOTORCYCLE EMERGENCY RESPONSE TEAM IN RECOMMENDED BUDGET AND TO PURSUE AVAILABLE STATE AND FEDERAL FUNDING

BODY
WHEREAS, traffic gridlock and extensive construction projects in Miami-Dade County have increased the response times of Miami-Dade County's Fire Rescue vehicles, the smallest of which are approximately 10 feet wide from mirror to mirror; and
WHEREAS, the establishment of a Motorcycle Emergency Response Team utilizing motorcycles that are only 37.2" inches wide will enhance the maneuverability of Miami-Dade County's Fire Rescue personnel, reduce response times and increase patient survivability; and
WHEREAS, BMW of North America has generously agreed to donate 10 BMW motorcycles to the Special Services Division of the Miami-Dade Fire Rescue Department; and
WHEREAS, the acceptance of 10 BMW motorcycles will facilitate the creation of the Motorcycle Emergency Response Team; and
WHEREAS, the Commission believes it to be in the best interest of Miami-Dade County to accept the 10 BMW motorcycles, establish the Motorcycle Emergency Response Team and offer life-saving benefits to the citizens of Miami-Dade County,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA:


Section 1. The Motorcycle Emergency Response Team (MERT) is hereby established as a pilot program for a period not to exceed three years. The MERT shall be administered by the Special Services Division of the Miami-Dade Fire Rescue Department.
Section 2. The acceptance of 10 BMW (1100 RT-P model) motorcycles, donated by BMW of North America is hereby approved by the Commission.
Section 3. The County Manager is instructed to include adequate funding in his or her recommended budget to staff, train, equip and operate the Motorcycle Emergency Response Team.
Section 4. The County Manager is further directed to pursue any and all available state and federal funding for the MERT.
