REPORT: Commissioner Sorenson requested the commissioners be provided with a fact sheet that could be used by their district offices in informing the public. Commissioner Heyman recommended county facilities and community boards, such as county care facilities, Jackson Memorial Hospital, clinics, and family courts be used as avenues for maximizing outreach. Commissioner Heyman asked that those agencies licensed and permitted by the county such as CPAs and tax preparers be provided with published material on the tax breaks. Commissioner Barreiro asked that semi professionals such as notaries, non-traditional tax preparers, and document preparers also be targeted to receive this information. He noted he was holding a town hall meeting on February 11, 2003, to educate the community on this issue. Commissioner Ferguson urged that all areas in Miami-Dade County receive and benefit from this information. She noted the Opa-locka CDC was offering its services free of charge to the community regarding this matter. County Manager Shiver indicated a bullet point information list, as well as an outreach plan, would be prepared regarding this matter. Chairperson Carey-Shuler requested all members of the Board present be listed as cosponsors of the foregoing resolution.

TITLE
RESOLUTION EXPRESSING INTENT TO CONDUCT A PUBLICITY CAMPAIGN URGING COUNTY RESIDENTS TO TAKE ADVANTAGE OF THE EARNED INCOME TAX CREDIT AND THE CHILD CARE TAX CREDIT

BODY
WHEREAS, the Federal Income Tax Code includes provisions entitling qualifying taxpayers to claim Earned Income Tax Credits (EITC) and Child Care Tax Credits (CTC); and
WHEREAS, these tax credits are very effective poverty-fighting tools which are often overlooked by those entitled to them; and
WHEREAS, it is estimated that in the City of Miami up to $120,000,000 of these credits are unclaimed, and that in Miami-Dade County as a whole up to $500,000,000 are unclaimed; and
WHEREAS, City of Miami Mayor Manny Diaz and the City Commission have embarked upon a publicity campaign to raise public awareness as to the availability of these tax credits and their value to individuals and families; and
WHEREAS, this Board commends the leadership of the City of Miami and wishes to express its intent that the publicity campaign be expanded countywide by directing the County Manager through the Departments of Communications, Human Services, OCED, and other pertinent county departments and agencies to advise the public of the availability and benefits of the EITC and the CTC,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby declares its intent to dedicate appropriate resources, both monetary and in-kind, in support of a countywide campaign to raise awareness and stress the benefits of the Earned Income Tax Credit and the Child Care Tax Credit.
