REPORT: Commissioner Heyman asked that instead of a study in 60 days, she requested that the study be prepared and presented at the next Public Safety Committee scheduled in May. She indicated that she had be assured by the Miami-Dade Fire and Rescue Department who had worked on this study that the foregoing study would be completed for July 15th proposed County Budget by the County Manager.

REPORT: In response to Chairman Martinez's inquiry, Commissioner Heyman advised that the foregoing proposed resolution pertained to a feasibility study. She noted the study would be conducted by approximately 30 persons comprised of union representatives from the departments of Miami-Dade Fire Rescue and Parks and Recreation including the Risk Management Division. Chairman Martinez requested that the feasibility study be completed prior to the Board of County Commissioners considering the issue of transferring Ocean Lifeguard Services to the Miami-Dade Fire Rescue Department.

TITLE
RESOLUTION REQUESTING COUNTY MANAGER TO STUDY THE TRANSFERRING OF OCEAN LIFEGUARD SERVICES TO THE MIAMI-DADE FIRE AND RESCUE DEPARTMENT

BODY
WHEREAS, ocean lifeguards provide a unique and critical service to the residents and visitors of Miami-Dade County; and
WHEREAS, like firefighters, they are given first response responsibilities in life threatening situations; and
WHEREAS, like firefighters, ocean lifeguards have to be constantly prepared to put themselves in personal danger; and
WHEREAS, it may promote efficiency if ocean lifeguards were part of our Fire and Rescue Department; and
WHEREAS, ocean detail provides a unique environment of exceptional hazards; and
WHEREAS, ocean lifeguards currently must meet several parallel standards of health and physical fitness as do Miami-Dade County fire rescue personnel,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The County Manager is requested to conduct a study to determine the feasibility of bringing the County ocean lifeguards within the Miami-Dade Fire and Rescue Department. In preparing the study, the Manager is requested to meet with the union representing the County’s firefighters and the union representing the County’s ocean lifeguards, as well as representatives of the Park and Recreation Department, the Miami-Dade Fire and Rescue Department and the County’s Risk Management Division.
Section 2. The feasibility study shall be delivered to the County Commission within 60 days of approval of this resolution.
